Las coaliciones promotoras de políticas en diferentes contextos: el caso de la reforma de transporte en Arequipa (Perú) 1999-2019

Abstract
En este artículo analizamos la reforma de transporte urbano en Arequipa (Perú) empleando elenfoque de las coaliciones promotoras de políticas (ACF)1 para explicar los factores que permitieronsu desarrollo y permanencia en agenda, pese a las dificultades y estancamientos duranteveinte años. La hipótesis es que el núcleo de creencias sobre la política que impulsó la coaliciónpromotora surgida entre 1999 y 2002 ha sido clave para que el proceso continúe hasta hoy apesar de que esta coalición ha perdido hegemonía en la etapa de implementación. Asimismo,discutimos la utilidad de este caso y de los hallazgos de los estudios de ACF en Perú y otroscontextos diferentes a los de las democracias desarrolladas occidentales para comprender eldesarrollo del policy process en países como Perú.
This article analyzes the reform of urban transport in Arequipa (Peru) using the AdvocacyCoalition Framework (ACF) to explain its development and persistence despite the difficulties and stagnation experienced over twenty years. The hypothesis is that the policy core beliefsof a former advocacy coalition between 1999 and 2002 were crucial for the continuity of the reform, even hough this advocacy coalition lost hegemony at the implementation stage.The article also discusses the utility of this and other ACF case studies conducted in Peruas well as in other contexts different from those of the Western developed democracies to understand the policy process in countries such as Peru.
