«Pueblo chico, infierno grande»: determinantes de la revocatoria de mandato a alcaldes distritales peruanos

El uso de la revocatoria de mandato en el Perú es un fenómeno sorprendente; mediante esta se ha revocado a más de cinco mil autoridades subnacionales, lo que podría estar afectando la gobernabilidad subnacional. El objetivo de este artículo es identificar la combinación de factores que llevan a la activación de una revocatoria de mandato a alcaldes distritales. La contribución de este trabajo es doble. Por un lado, se identifica que existen cuatro diferentes combinaciones de factores que activan la revocatoria en el Perú. Asimismo, se analizan lo ocurrido en cada una de las dinámicas identificadas luego de un cambio normativo que, entre otras reformas, eliminó la posibilidad de convocar a elecciones adelantadas tras un proceso de revo-catoria y que obliga a los promotores a rendir cuentas a los organismos electorales. En ese sen-tido, el estudio abarca dos periodos municipales (2011-2014 y 2015-2018) y utiliza métodos estadísticos con datos de 404 distritos donde se activaron revocatorias.
The use of recall referenda in Peru is a surprising phenomenon; since it started to be implemented more than five thousand sub-national authorities have been revoked, which may mean that sub-national governance is affected. The objective of this article is to identify the combination of factors that lead to the activation of recall referenda in the case of district mayors. The contribution of this work is twofold. On the one hand, it identifies that there are four different combinations of factors that activate the recall referenda in Peru. On the other hand, the changes that occurred in each of the dynamics identified are analyzed after a regulatory change which, among other reforms, eliminated the possibility of calling early elections after a recall process and forced promoters to be held accountable to electoral bodies. The study covers two municipal periods (2011-2014 and 2015-2018) and uses statistical methods with data from 404 districts where recalls were activated.
