La red de la Bestia: la construcción de redes de corrupción en los gobiernos subnacionales, el caso de César Álvarez en Áncash

Resumen
La corrupción es uno de los principales problemas del Perú, en los últimos años se ha dado cuenta de que esta se ha vinculado a actores ilegales-narcotraficantes, mineros ilegales, sicarios, entre otros-, especialmente a nivel subnacional. En este contexto, esta investigación tiene como unidad de análisis la región Áncash durante la gestión de César Álvarez entre 2007-2014; investigaciones judiciales dan cuenta de que el entonces presidente regional formó una organización de corrupción conformada por empresarios, policías, funcionarios, organizaciones civiles, sicarios, entre otros. Se tiene como objetivo explicar cómo es que surge una red de corrupción con altos niveles de organicidad en el caso ya mencionado. Para ello se utilizó una metodología cualitativa de estudio de caso; la estrategia incluyó además revisar informes y periódicos, y se realizaron entrevistas semiestructuradas a actores claves. Tres son las variables que explican la creación de la red: i) importa que el presidente regional administre cuantiosos recursos económicos, ii) las alianzas que se conforman con actores a nivel local, nacional y de las instituciones encargadas de fiscalizar y iii) los posibles vínculos del presidente regional con el sicariato. Estas tres variables generan la posibilidad de constituir redes capaces de neutralizar la acción de opositores mediante amenazas creíbles.
One of the main problems of Peru is corruption, which has become very complex in the sub national level given the recent participation of illegal actors such as drugs lords, illegal miners, hitmen, among others. It is in this context that this investigation sets as its unit of analysis the Ancash region during the Cesar Alvarez government (2007-2014). Judicial investigations account for the creation of a corruption network, under Cesar Alvarez’s direction, integrated by businessmen, politicians, public officials, policemen, hit men, civil organizations, among others. The question this investigation pretends to answer is: How does a corruption network emerge with such high levels of organization from the inside of the Cesar Alvarez government (2007- 2014)? In the information gathering process, in addition to the examination of newspapers, reports this investigation has also performed interviews to keys actors. Three are the variables that explain the creation of such corruption network with high levels of organicity: (i) it is important that the regional president manages a substantial amount of financial resources; (ii) the alliances with local, national, and public fiscalization actors are essential to achieve local control; (iii) the possible link between CA with hitmen generated a network capable of neutralizing opponents’.
