Resumen
El Programa Nacional de Alimentación Escolar Qali Warma fue creado como una mejor alternativa al anterior programa, cerrado en medio del escándalo y la deslegitimación. Sin embargo, desde su implementación, Qali Warma ha sido fuente de escándalos mediáticos constantes, así como de propuestas de mejora y cambio. Esta investigación se acerca a su implementación desde los espacios de monitoreo de las escuelas, para comprender las lógicas políticas y tecnocráticas dentro del programa y analizar las tensiones producidas por ellas durante las actividades de monitoreo. También analizamos las posibilidades de acción de los monitores a través de la comparación de su trabajo en dos regiones muy diferentes de Perú: Lambayeque y Junín. Finalmente, proponemos un nuevo enfoque para pensar la implementación de programas sociales y el monitoreo en estos.
The National School Meal Program Qali Warma was created as an improved alternative to an earlier program, closed among corruption and food contamination scandals and a severe loss of legitimacy. However, since its implementation, Qali Warma has been the source of constant media scandals as well as the object of proposals for improvement and change. This paper studiesupclose its implementation from the monitoring spaces of the schools, in order to comprehend the political and technocratic logics inside the program and analyze the tensions produced by them during monitoring activities. We also analyze the maneuvering room available and the actions monitors perform through the comparison of their work in two very different regions in Peru: Lambayeque and Junin. Finally, we propose a new point of view from which to think about the implementation and monitoring of these kind of social programs.
