¿Qué es la regulación? Un análisis conceptual interdisciplinario

Se cree que el concepto de regulación sufre de una falta de entendimiento compartido. Sin embargo, el crecimiento del campo plantea la interrogante de si esta conclusión sigue siendo válida. Al adoptar un nuevo enfoque metodológico hacia este problema de la consolidación conceptual, este estudio evalúa cómo se concibe a la regulación en los artículos más citados en seis disciplinas de las ciencias sociales. Se plantean cuatro conclusiones principales. Primero, existe una notable ausencia de definiciones explícitas. Segundo, el alcance del concepto es amplio, lo que nos obliga a hablar más bien de la regulación en términos abstractos. En tercer lugar, los académicos coinciden en gran medida que la “regulación prototipo” se caracteriza por intervenciones intencionales y directas, que incluyen el establecimiento de normas vinculantes, el monitoreo y la sanción, y que son ejercidas por actores del sector público en las actividades económicas de los actores del sector privado. Cuarto, si bien existe una variación considerable en las inquietudes de la investigación, esta variación no puede atribuirse a diferencias disciplinarias. En cambio, nuestros hallazgos apoyan la descripción del campo como interdisciplinario, incluida una concepción compartida de la regulación.
It is believed that the concept of regulation suffers from a lack of shared understanding. However, the growth of the field raises the question of whether this conclusion is still valid. By adopting a new methodological approach to this problem of conceptual consolidation, this study assesses how regulation is conceived in the most cited articles in six social science disciplines. Four main conclusions are raised. First, there is a notable absence of explicit definitions. Second, the scope of the concept is broad, which forces us to speak rather of regulation in abstract terms. Third, academics largely agree that “prototype regulation” is characterized by intentional and direct interventions, which include the establishment of binding standards, monitoring and sanction, and are exercised by public sector actors in activities economic of private sector actors. Fourth, although there is considerable variation in research concerns, this variation cannot be attributed to disciplinary differences. Instead, our findings support the description of the field as interdisciplinary, including a shared conception of regulation.
