Abstract
Durante los últimos treinta años uno de los puntos básicos de la discusión política y económica en España ha sido la configuración del Estado de las autonomías y su financiación. Por otra parte, los términos «descentralización fiscal» y «España» han sido tradicionalmente antitéticos. Esta larga trayectoria histórica dominada por un Estado centralizado, que arranca en lo tributarioen 1845, varió claramente con la Constitución de 1978. No es una Constitución federal pero prefigura una construcción del Estado, el de las Autonomías, que ha mantenido en los últimos lustros una trayectoria claramente descentralizadora, pero con una clara asimetría entre gestiónde ingresos y de gastos.
During the last thirty years, one of the basic points of the political and economic rows in Spainhas been the shaping of the State of the autonomies and its financing. On the other hand, theterms, «fiscal decentralization» and «Spain», have been traditionally antithetical. This long historical path, dominated by a centralized State, which starts off in the tax system in 1845, clearly differed from the 1978 Constitution. It is not a federal Constitution, yet prefiguresa building of the state, the one dealing with the autonomies, which has maintained a clear decentralizing path in the last decades, yet with a clear asymmetry between income and expense management.
