Resumen
La cebolla en el Perú registró en los últimos siete años un crecimiento en la
producción que ascendió a 21%, siendo la hortaliza más consumida en el Perú. A pesar de
este crecimiento, las exportaciones de cebolla del Perú hacia otros países solo han
representado el 2.2% del total de exportaciones en el mundo. Por ello para conocer a
profundidad la realidad de la cebolla peruana y conocer su potencial de crecimiento visitamos
el departamento de Ica, que ocupa el primer lugar en la producción de cebolla para
exportación y recogimos información y opiniones de productores, exportadores, proveedores
y ex directivos de las asociaciones de cebolla en el Perú. Con la información obtenida, en la
presente tesis se desarrolla el Planeamiento Estratégico de la cebolla en el Perú que tiene
como enfoque primordial alcanzar la visión trazada para el desarrollo de la industria de la
cebolla y sus derivados al 2027. Esta valiosa herramienta propone estrategias intensivas, para
dirigir los esfuerzos a promover la mayor exportación, no solo a Estados Unidos, que es el
principal importador de nuestra cebolla, sino a otros mercados internacionales en Asia y
Europa.
Para llegar a este resultado se plantearon objetivos que permitan alcanzar el
crecimiento a corto y largo plazo, como son: el incremento en el rendimiento del cultivo de
cebolla, el aumento de las exportaciones, el incremento del consumo interno, la mejora de la
calidad de la cebolla, las certificaciones internacionales y el incremento de la venta de un
producto con valor agregado. Por lo cual es necesario que los órganos gubernamentales y
privados puedan impulsar la asociación y capacitación de los productores de cebolla,
desarrollen la investigación científica, fomenten las inversiones en infraestructura y logren la
formación de clúster de cebolla en el país para eliminar la atomización de las unidades
agropecuarias de los productores de cebolla
The onion sector in Peru recorded in the last seven years a growth in the production of onion that grew up to 21%, making it the most consumed vegetable in Peru. In spite of this growth, Peruvian onion exports have represented only 2.2% of their total exports. Therefore, in order to get a better understanding of the Peruvian onion and its growth potential, we visited the department of Ica, which is the first producer of onion for export in Peru, and we collected information and opinions from producers, exporters, suppliers and former executives of the onion associations in Peru. With the information obtained, the present thesis develops the Strategic Planning of the onion in Peru whose main focus is to reach the vision set out for the development of the onion industry and its derivatives in the country to 2027. This valuable tool proposes strategies Intensive, to direct the efforts to promote a greater export, not only to the United States, the main importer of Peruvian onion, but to other international markets in Asia and Europe. In order to reach this result, short and long term objectives were set, such as: the increase in the yield of the onion crop, the increase of the exports, the increase of the domestic consumption, the improvement of the quality of onions, international certifications and increased sales of a value-added product. It is therefore necessary for governmental and private bodies to promote the association and training of onion producers, to develop scientific research, to promote investments in infrastructure and to achieve the formation of an onion cluster in the country to eliminate the atomization of agricultural units of onion producers
