Estado de la gobernanza hídrica en el marco del cambio climático: Caso de la microcuenca de Challhuamayo, distrito de Chuschi, Ayacucho

Abstract
El Perú es un territorio que posee un gran potencial hídrico. A pesar de esto, debido al
paulatino acrecentamiento de las actividades antrópicas y los efectos del cambio climático
se presentan nuevas dificultades y carencias en la gobernanza hídrica, en específico de la
calidad de la Gestión Integrada de Recursos. El caso de la microcuenca de Challhuamayo,
en el distrito de Chuschi en los Andes peruanos, es destacable puesto que posee una elevada
tasa de ecosistemas degradados y presenta una demanda hídrica de distintos sectores
productivos y requerimientos poblacionales.
El objetivo principal de esta investigación es analizar la gobernanza hídrica de esta
microcuenca frente a los desafíos de disponibilidad y acceso de agua inducidos por el
cambio climático y la creciente demanda socioeconómica mediante una metodología
mixta, que incluye el levantamiento bibliográfico, documental y cartográfica. Así, como el
método de recojo de información a través de encuestas, entrevistas semi-estructuradas y
talleres.
En ese sentido, se abordan las implicancias en cuanto al impacto respecto a la gestión,
proponiendo que esta misma es el resultado del trabajo conjunto y colaborativo entre los
diferentes actores sociales ubicados dentro de una unidad territorial. La microcuenca de
Challhuamayo representa un espacio que plantea desafíos territoriales y sociales, por lo
cual existe una necesidad inmediata del fortalecimiento de una adecuada gestión del agua
teniendo en cuenta estrategias como la valoración de prácticas ancestrales y el diálogo entre
los diferentes actores para contribuir al fortalecimiento de la gobernanza hídrica.
Peru is a territory with great water potential. However, due to the gradual increase in anthropic activities and the effects of climate change, new difficulties and shortcomings in water governance are arising, specifically in the quality of Integrated Resource Management. The case of the Challhuamayo micro-watershed, in the district of Chuschi in the Peruvian Andes, is noteworthy since it has a high rate of degraded ecosystems and presents a water demand from different productive sectors and population requirements. The main objective of this research is to analyze the water governance of this microwatershed in the face of the challenges of water availability and access induced by climate change and the growing socioeconomic demand through a mixed methodology, which includes bibliographic, documentary and cartographic survey. As well as the method of collecting information through surveys, semi-structured interviews and workshops. In this sense, the implications regarding the impact on management are addressed, proposing that this is the result of joint and collaborative work between the different social actors located within a territorial unit. The Challhuamayo micro-watershed represents a space that poses territorial and social challenges, for which there is an immediate need to strengthen adequate water management, taking into account strategies such as the valuation of ancestral practices and dialogue between the different stakeholders to contribute to the strengthening of water governance.
