¿Qué hay de nuevo, viejo? Reflexiones sobre la anhelada ciudad justa

Abstract

The essay advocates for a critical reassessment of the concepts of the right to the city, spatial justice, and the just city within the current urban planning paradigm. It emphasizes the interplay between theoretical frameworks and the foundations for social action grounded in spatiality, identifying key challenges in operationalizing the concept of a just city, such as the ambiguity of the term, the complexity of multiscalar governance, and the necessity to define common objectives. The essay stresses the importance of establishing a robust and sustainable science-policy interface to progress toward a just city. Furthermore, it highlights the need to transcend isolated planning actions to critically examine the underlying ideological and epistemological foundations, as well as the power structures that perpetuate inequalities and injustices particularly in Latin America. This includes the implementation of policies that promote equity and spatial justice, alongside a reflection on the frameworks of domination embedded in urban space.

El ensayo propone una reevaluación crítica de las nociones de derecho a la ciudad, justicia espacial y ciudad justa en el contexto contemporáneo de la planificación urbana. Subraya la interacción entre las construcciones teóricas y los fundamentos para una acción social basada en la espacialidad, identificando desafíos en la operacionalización del concepto de ciudad justa, tales como la ambigüedad del término, la complejidad de la gestión multiescalar y la necesidad de definir objetivos comunes. Se enfatiza la necesidad de establecer una interfaz ciencia-política sólida y sostenible para progresar hacia una ciudad justa. Además, destaca la importancia de superar las acciones de planificación puntuales para cuestionar las raíces ideológicas y epistemológicas subyacentes, así como las estructuras de poder que generan desigualdades e injusticias, particularmente en América Latina, lo que incluye la implementación de políticas de equidad y justicia espacial, y la reflexión sobre los marcos de dominación presentes en el espacio urbano.
