Resumen
El principal objetivo del presente estudio es describir y analizar las regulaciones
empresariales con el propósito de determinar si existe relación entre la calidad de regulación
para hacer negocios en la ciudad de Huánuco y si se contribuye al desarrollo económico. Se
permite detallar las características actuales de la facilidad para hacer negocios y se da cuenta
de las brechas que se necesitan cubrir con el fin de hacerla más competitiva. Se resalta,
asimismo, el principal beneficio de mejora de los procedimientos como de las facilidades
para formar empresa respecto a las políticas que llevarían a Huánuco a ser una economía
desarrollada a mediano plazo.
Se analizará la realidad de la ciudad de Huánuco con un conjunto de cuestionarios
hechos mediante entrevistas a profundidad a empresarios, estudios de abogados, notarios, y
stakeholders. Los cuestionarios en cuestión analizaran cada pilar y son una adaptación del
cuestionario empleado por el Banco Mundial DBI. El resultado de nuestra investigación nos
muestra que es la facilidad para hacer negocios en la ciudad de Huánuco es mejorable antes
del año 2021, si es que se cumple con una serie de condiciones previas de mejora en gestión
de procesos.
Entre los resultados relevantes, La gran mayoría de procesos no se pueden resolver vía
web, lo cual no ayuda a que se agilicen los procesos de los cinco pilares estudiados. La
apertura de una empresa, y la obtención de permisos de construcción en la ciudad de
Huánuco comparada con ciudades de Colombia y España, se sitúa entre las más difíciles para
hacer negocios ocupando los últimos puestos. La gestión municipal es ineficiente por lo que
los tramites de inspecciones, visitas, y aprobaciones son los que tardan más de lo que esta
normado. Uno de los mejores indicadores para la ciudad de Huánuco es el referido a la
obtención de conexión eléctrico, obteniendo un mejor puesto que Lima y otras ciudades del
extranjero, sin embargo, concluir el proceso tarda más de 1 mes y 15 días.
La diferencia entre los costos totales para superar los cinco pilares son 1,800 soles,
gastados básicamente en la inscripción de los trabajadores a Es Salud. Por lo tanto, se puede
afirmar que no existe mayor diferencia entre lo real y lo normado en cuanto al costo, más sí al
total de días utilizados para superar los cinco pilares, siendo este de 652 días de diferencia
entre lo real y lo normado, explicados básicamente por la incorrecta gestión de los procesos
que tienen lugar dentro de la Municipalidad, servicios tercerizados del Municipio, Es Salud y
la OSCE desconcentrada de Huánuco
This discussion paper analyzes the business regulations in order to determine if the quality of regulation to do business in Huánuco City contributes to its economic development. It details the current features of the facility for Doing Business and accounts for the gaps that need to be covered to make it more competitive. It also highlights the main benefit of improving the procedures as the facilities to form a company with respect to the policies that would lead Huánuco to be a developed economy in the medium term. To that extent, will analyze the reality of the Huánuco city with a set of questionnaires made through in-depth interviews with businessmen, lawyers, notaries, and stakeholders. The questionnaires in question will analyze each pillar and are an adaptation of the questionnaire used by the DBI World Bank. The result of our research shows that the facility to do business in the Huánuco city is improved before the year 2021 if a series of preconditions for improvement in process management is met. Among the relevant results, most of processes cannot be resolved through the web, which does not help to accelerate the processes of the five pillars studied. The Starting a Business, and dealing with construction permits in the city of Huánuco compared to cities in Colombia and Spain, is among the most difficult to do business occupying the last positions. Municipal management is inefficient, so the inspection, visitation, and approval procedures are the ones that take longer than this norm. One of the best indicators for the city of Huánuco is the referred to obtaining electrical connection, obtaining a better position than Lima and other cities abroad, however, it takes more than 1 month and 15 days to complete the process. The difference between the total costs to surpass the five pillars are 1,800 soles, spent basically in the inscription of the workers to Es Salud. Therefore, it can be affirmed that there is no greater difference between the real and the normalized in terms of cost, more yes to the total of days used to surpass the 5 pillars, being this of 652 days of difference between the real and the norm, explained basically by the incorrect management of the processes that take place within the Municipality, outsourced services of the Municipality, Es Salud and the deconcentrated OSCE of Huánuco
