La implementación del enfoque sistémico entre la Dirección Antidrogas PNP y el Departamento Antidrogas de la Región Policial del Callao, para optimizar las operaciones de interdicción contra el tráfico ilícito de drogas

Resumen
El presente proyecto de innovación, versa sobre el carácter sistémico a
implementar entre Unidades de la Policía Nacional del Perú, que realizan el
mismo trabajo especializado y no están conectadas, en este caso, las que luchan
contra el Tráfico Ilícito de Drogas, que requiere labor óptima, con personal
calificado y experimentado, entendiendo lo sistémico como vinculación y
conexión entre entes afines que desarrollan un mismo rol, específicamente, entre
la Dirección Antidrogas PNP y el Departamento Antidrogas del Callao, que
actualmente depende de la Región Policial Callao.
Esto en razón de la problemática compleja que representa este delito en
la provincia constitucional del Callao, tanto para el comercio ilegal, como el
consumo de drogas, y la forma como dicho Departamento Antidrogas puede
enfrentarlo más eficientemente, al formar parte del Sistema Antidrogas, lo que
equivale a una lucha policial sistémica y especializada. Definitivamente,
implementando el carácter sistémico, se optimizarán los resultados contra el
Tráfico de Drogas en esta provincia, donde sucede el mayor flujo de droga al
extranjero, a través del puerto y aeropuerto, mediante innumerables
exportaciones que es aprovechado por organizaciones criminales.
La propuesta innovadora, coadyuva a revertir el problema, identificando
los principales problemas y como atacarlos, desarrollando trabajo cohesionado
entre Unidades PNP especializadas, mejorando aspectos, organizacional,
económico y normativa; así, se podrá lograr un clima de seguridad y tranquilidad
dentro del Callao, disminuyendo el comercio interno de drogas y su exportación
a mercados internacionales. Para certificar la viabilidad de la propuesta, se
empleó metodología cuantitativa y cualitativa, obteniendo información del
personal que labora en la Región Policial Callao y Expertos Antidrogas
(encuestas y entrevistas), coincidiendo en señalar lo acertado de la propuesta,
que contribuirá a potenciar el Departamento Antidrogas del Callao, y obtener
logros significativos para disminuir los índices del Tráfico Ilícito de Drogas, en la
provincia constitucional del Callao.
The present innovation project, is about the systemic nature to be implemented between Units of the National Police of Peru, which perform the same specialized work and are not connected, in this case, those that fight against the Illicit Trafficking of Drugs, which requires work optimal, with qualified and experienced personnel, understanding the systemic as linkage and connection between related entities that develop the same role, specifically, between the PNP Anti-Drug Directorate and the Anti-Drug Department of Callao, which currently depends on the Callao Police Region. This is because of the complex problem that this crime represents in the constitutional province of Callao, both for illegal trade and drug use, and the way in which the Antidrug Department can deal with it more efficiently, by being part of the Anti-Drug System, which amounts to a systemic and specialized police fight. Definitely, by implementing the systemic nature, the results against Drug Trafficking will be optimized in this province, where the greatest flow of drugs takes place abroad, through the port and airport, through innumerable exports that is exploited by criminal organizations. The innovative proposal helps to revert the problem, identifying the main problems and how to attack them, developing cohesive work between specialized PNP Units, improving organizational, economic and normative aspects; thus, a climate of security and tranquility within Callao can be achieved, reducing domestic drug trade and exporting it to international markets. To certify the viability of the proposal, quantitative and qualitative methodology was used, obtaining information from personnel working in the Callao Police Region and Anti-Drug Experts (surveys and interviews), agreeing on the correctness of the proposal, which will help to strengthen the Department Anti-drugs of Callao, and obtain significant achievements to reduce the rates of illicit drug trafficking, in the constitutional province of Callao.
