Resumen
El Perú cuenta con una ubicación privilegiada dentro de Sudamérica, además de
poseer una diversidad de recursos naturales que representan una ventaja comparativa para el
país. Sin embargo, todo este potencial no ha venido de la mano con el planteamiento de
estrategias de las autoridades que signifiquen un aumento en la productividad y
competitividad del Perú. Esto se ve reflejado en el hecho de que el Perú se encuentra ubicado
en el puesto 55 de 63 países dentro del Ranking de Competitividad Mundial 2017 del
International Institute for Management Development, lo que hace necesaria la formulación de
estrategias enfocadas en diversos sectores que conlleven a un crecimiento sostenido de la
economía, el cual se vea reflejado en beneficios para la población y que permita elevar el
nivel de competitividad del país.
El presente documento plantea un Planeamiento Estratégico para el Perú con una
visión a 2030 con el fin de desarrollar no solo los sectores primarios del país, sino también
estrategias que permitan una industria donde la tecnología y la innovación favorezcan la
elaboración de productos con un mayor valor agregado. Para ello, resulta imprescindible
mejorar los niveles de educación, salud, servicios básicos e infraestructura, que son la base
para alcanzar una visión de país más competitivo. El Plan Estratégico representa una
herramienta para encaminar al país con objetivos medibles hacia un crecimiento sostenido de
la economía.
El plan desarrollado ha sido elaborado a partir del Modelo Secuencial del Proceso
Estratégico. Luego de tomar una foto inicial del país y del análisis interno, externo y de los
competidores del Perú se han establecido 19 estrategias retenidas y 14 objetivos a largo
plazo. El planeamiento es dinámico, y por ello es necesario establecer indicadores que
permitan determinar si se está cumpliendo con los objetivos y, de ser necesario, establecer
cambios en el planeamiento
Peru is a country with a privileged location within South America and possesses a wide diversity of natural resources that results in comparative advantages for the country. However, this great potential is not in line with the planning of strategies and policymaking by the Peruvian authorities, which mean for the country to be more productive and competitive. This inability to exploit the potential of the country is evident in its position on international rankings such as the World Competitiveness Ranking 2017 of the International Institute for the Development of Management, in which Peru ranks the 55th position of the 63 countries evaluated. This means that it’s necessary to formulate new strategies that lead to a sustained growth in the different sectors of the economy and should be reflect in mayor benefits to the population and raise the level of competitiveness of the country. These documents propose a Strategic Plan for Peru with a vision to 2030 that allows development not only the primary sectors of the country, but also develop strategies that allow industries where technology and innovation lead to the development of products with more added value than the traditional ones. In order to reach these goals, it is also necessary to improve the levels of education levels, health, basic services and infrastructure, which are the basis for achieving a more competitive country vision. The Strategic Plan represents an opportunity for the country and as a guide with measurable objectives towards a sustained growth of the economy. The plan has been elaborated from the Sequential Model of the Strategic Process. This implies starting with a photo of the real situation of the country, followed by an external analysis, internal analysis and analysis of Peru’s competitors, which will allow us to establish the strategies to follow together the long and short-term objectives. The planning is dynamic and for this it is necessary to establish indicators that allow determining if they are being fulfilled with the objectives, to be necessary to make changes in the plannin
