Resumen
Nuestro trabajo de exploración expone la incorrecta asignación de
cargos a las unidades ejecutoras de la PNP y, tiene la finalidad de presentar
un proyecto con la intención de optimizar los procesos que realizan las
autoridades comprometidas en dichos procesos, tomando en cuenta en
primer lugar la normatividad vigente, respecto de las asignaciones que
difieren con las que actualmente se utiliza y que a nuestro entender son unas
de las génesis principales de las deficiencias que expondremos y en
segundo lugar la aplicación de herramientas modernas de gestión para
establecer, las capacidades, competencias y especialidad en la función; para
asumir los cargos que requieren estas dependencias policiales PNP y el
entorno en el que se desenvuelven.
Esgrimimos la hipótesis con la intención de revertir los significati vos
inconveni entes, retrasos y problemas en los que incurren los efecti vos
nombrados, al ejecutar procesos irregulares e inadecuadas contrataciones y
adquisiciones para el servicio PNP; las cuales devienen en infracci o nes
administrati vas, disciplinarias y procesos judiciales.
El tipo de investigación que ejecutamos es descriptiva, por lo que
recurrimos al acervo de datos existentes en las unidades antes
mencionadas, empleando para ello la guía de observación y las entrevi s tas
como instrumentos, validando el prototipo a través del testeo de expertos; lo
que se tradujo en la conclusi ón de la necesidad de establecer una
metodología de asignación de cargos administrati vos en base a la gesti ón
moderna, pero haciendo presente que es imprescindible la formulaci ón del
reglamento pertinente, para perennizar el proceso de asignación de cargos;
revertir las situaciones que actualmente se presentan y sobre todo garanti za r
la estabilidad en la especialidad y no perder el know-how imprescindible para
las acciones que se ejecutan en estas unidades administrati vas y ejecuto ras
de la PNP.
The present research work exposes the incorrect assignment of positions to the executi ng units of the PNP and has the purpose of presenti ng a project with the intention of optimizing the processes carried out by the authorities involved in said processes, taking into account in the first place the current regulations, regarding assignments that differ from those currently used and that in our opinion are one of the main causes of the deficiencies that we will expose and secondly, the application of modern management tools to establish, the capacities, competencie s and speci alty in the function; to assume the positions required by these PNP police units and the environment in which they operate. We wield the hypothesi s with the intention of reversi ng the signifi cant inconveni ences, delays, and problems incurred by the appointed troops, by executi ng irregular and inadequate contracti ng and acquisition processes for the PNP service; which become administrati ve, disciplinary infractions and judicial processes. The type of research that we carry out is descriptive, so we resort to the existing data collection in the aforementioned units, using the observati o n guide and interviews as instruments, validating the prototype through expert testing; which resulted in the conclusion of the need to establish a methodology for assigning administrati ve positions based on modern management, but bearing in mind that it is essential to formulate the pertinent regulation, to perpetuate the process of assigning positions; reverse the situations that currently arise and, above all, guarantee stability in the specialty and not lose the essential know-how for the actions carried out in these administrati ve and executi ng units of the PNP.
