Abstract
Para ello, se realizó una investigación cualitativa porque interesa conocer a profundidad la
contribución que hizo el Programa de Municipios Escolares en la ejecución del derecho a
designar democráticamente a sus representantes escolares, basado en los derechos
universales inherentes al ser humano aun siendo un niño, niña o adolescente en etapa
escolar, considerando la participación como un tema de vital importancia en para construir la
ciudadanía desde edad temprana y, sobre todo, en espacios como las escuelas.
Es así como se estudió el caso de tres centros educativos de la provincia de Jauja, para
describir los conocimientos que han adquirido los estudiantes en temas de procesos
electorales estudiantiles, participación democrática y municipios escolares, y explicar el
trabajo articulado que realizan estas instituciones, la UGEL Jauja y la organización no
gubernamental (en adelante ONG) J.M. Arguedianos.
En ese sentido, se concluye que a través de la aplicación de los instrumentos se evidencia
que los estudiantes y directivos educativos demuestran tener conocimientos sólidos sobre el
tema de municipios escolares, participación democrática y procesos electorales estudiantiles;
ellos se sienten parte de esta organización de adolescentes y, sobre todo, saben la
responsabilidad que tienen al ser considerados líderes estudiantiles.
Asimismo, los estudiantes consideran sumamente importante llevar a cabo los procesos
electorales en sus colegios ya que este espacio promueve su participación democrática, les
permite elegir libre y voluntariamente a sus líderes escolares y, a nivel de toda la comunidad
educativa, es un aporte valiosísimo ya que permite construir una cultura al identificarlos como
personas con derechos y con capacidad de opinar, participar y organizarse.
Las recomendaciones que se proponen luego del análisis apuntan a fortalecer las acciones
exitosas del programa en las instituciones de Jauja y provocar un efecto multiplicador -incluso
en colegios particulares- involucrando articuladamente a las UGEL y DRE Junín.
The purpose of this research is to analyze the contribution of the School Municipalities Program in the processes of democratic participation to elect their student representatives through the knowledge acquired, to identify the students' perception, the capacities strengthened and the contributions of the educational authorities, with the purpose of offering recommendations to strengthen the successful actions and sustain them. For this purpose, a qualitative research was carried out because it is of interest to know in depth the contribution made by the School Municipalities Program in the exercise of the right to democratically elect their school representatives, based on the universal rights inherent to the human being even being a child or adolescent at school stage, considering participation as a subject of vital importance in the process of building citizenship at an early age and, above all, in spaces such as schools. Thus, a case study was conducted in three educational institutions in the province of Jauja to describe the knowledge that students have acquired in the areas of student electoral processes, democratic participation and school municipalities, and to explain the joint work carried out by these institutions, the UGEL Jauja and the non-governmental organization (hereinafter ONG) J.M. Arguedianos. In this sense, it is concluded that through the application of the instruments it is evident that the students and educational directors demonstrate that they have solid knowledge on the subject of school municipalities, democratic participation and student electoral processes; they feel part of this organization of adolescents and, above all, they know the responsibility they have in being considered student leaders. Likewise, students consider it extremely important to carry out electoral processes in their schools since this space promotes their democratic participation, allows them to freely and voluntarily elect their school leaders and, at the level of the entire educational community, it is a very valuable contribution since it allows building a culture that recognizes them as social subjects with rights and with the capacity to express their opinions, participate and organize themselves. The recommendations proposed after the analysis are aimed at strengthening the successful actions of the program in Jauja's institutions and to provoke a multiplier effect -even in private schools- involving the UGEL and DREJ Junín in a coordinated manner.
