Modelo prolab: ConstruyeT, una propuesta sostenible de servicio de consultoría en control de obra para el bienestar de la sociedad peruana

Resumen
El sector construcción busca modernizar las ciudades haciéndolas competitivas e
inclusivas; de esta forma, consigue que dichas ciudades puedan tener un importante potencial
productivo (Vega Polanco, 2021). No obstante, el problema identificado se caracteriza por la
existencia de Obras por Impuestos que no cumplen con los plazos (tiempo) y presupuestos
(costos) de ejecución. Según los datos presentados por la Contraloría General de la República
(2023), hay 1,879 proyectos estatales paralizados a nivel nacional, debido a una variedad de
razones, como vulneraciones contractuales (13,7%), desacuerdos, disputas y arbitrajes
(5,1%); situación que genera retraso en la implementación de los beneficios que deberían
traer a la sociedad, además de generar pérdidas económicas para los privados, el Estado y la
población.
La solución se enmarca en asegurar que las obras sean puestas en funcionamiento en
el plazo estimado y con el presupuesto planificado. Para ello, se propone la consultora
“ConstruyeT”, una consultora experta en Obras por Impuestos que concertará las necesidades
de las comunidades mineras con las empresas, y brindará una consultoría a la empresa
privada para la tramitación ante el MEF de la Obra por Impuesto y monitoreará a la
constructora escogida para salvaguardar los intereses de la empresa privada contratante de la
consultora. La presente solución de negocio contiene en su apartado de viabilidad económica
la cifra de la inversión inicial, que asciende a S/ 334,242 y se financiará en un 40% con la
provisión de los accionistas y 60% por financiamiento bancario. El costo de los fondos
autónomos (COK) equivale a 11.86% y se aplicó el modelo “Capital Asset Pricing Model” -
CAPM, y para el cálculo del WACC, se convirtió a Soles el COK con la devaluación anual y
se obtuvo un valor de 8.66%. Además, se obtuvo el valor actual de los beneficios y costos
sociales totales, lo que dio como resultado un VAN de tipo social de S/ 40.2 millones.
The construction sector seeks to modernize cities making them competitive and inclusive. In this way, it ensures that these cities can have an important productive potential (Vega Polanco, 2021). However, the problem identified is characterized by the existence of Works for Taxes that do not meet the deadlines (time) and budgets (costs) of execution. According to the data presented by the Comptroller General of the Republic (2023), there are 1,879 state projects paralyzed nationwide, due to a variety of reasons, such as contractual violations (13.7%), disagreements, disputes and arbitrations (5.1 %); situation that generates delay in the implementation of the benefits that should bring to society, in addition to generating economic losses for the private sector, the State and the population. The solution is part of ensuring that the works are put into operation within the estimated period and with the planned budget. For this, the consultant "ConstruyeT" is proposed, an expert consultant in Works for Taxes that will agree on the needs of the mining communities with the companies, and will provide consultancy to the private company for the processing before the MEF of the Works for Taxes and will monitor the construction company chosen to safeguard the interests of the private company contracting the consultant. This business solution contains in its economic feasibility section the figures of the initial investment, which amounts to S/ 334,242 and will be financed 40% with the provision of shareholders and 60% by bank financing. The cost of autonomous funds (COK) equals 11.86%. For the calculation of the COK Soles, the "Capital Asset Pricing Model" - CAPM model was applied, and for the calculation of the WACC, the COK was converted to Soles with the annual devaluation and a value of 8.66% was obtained. In addition, the present value of the total social benefits and costs was obtained, which resulted in a social NPV of S/ 40.2 million.
