Implementación de una caja de herramientas para el diagnóstico de necesidades de capacitación de los órganos y unidades orgánicas del Ministerio de la Producción

Abstract
La investigación se centra en el Ministerio de la Producción durante el 2017 y 2019, y
evidencia la existencia de limitaciones en la elaboración del “Diagnóstico de Necesidades
de Capacitación”, debido a i) la incipiente elaboración de los “Diagnósticos de
Conocimientos” desde los entes rectores de los sistemas administrativos, ii) la inexistencia
de “Planes de Mejora” del personal del Ministerio de la Producción y iii) la elaboración
discrecional de la “Matriz de Requerimientos de Necesidades de Capacitación”, como
principal insumo para identificar las acciones de capacitación que se requieren para el cierre
de brechas del personal. El proyecto de innovación se centra en este último punto y, en
consecuencia, propone la implementación de un procedimiento que facilite esta
identificación, a partir de la aplicación de herramientas de recojo de información, el mismo
que es deseable, factible y viable. De este modo, se elabora una directiva, como propuesta
de instrumento normativo para el Ministerio de la Producción, que sirve para regular las
actividades y responsabilidades en la ejecución del procedimiento que optimice la
identificación de acciones de capacitación y, en consecuencia, la elaboración del
“Diagnóstico de Necesidades de Capacitación”.
The research focuses on the Ministry of Production in the time period between 2017 and 2019, and displays existing limitations in the preparation of the “Diagnosis of Training Needs”, due to i) incipient elaboration of the “Diagnosis of Knowledge” from the governing bodies in charge of the public administrative systems, ii) the lack of “Improvement Plans” for the Ministry of Production public servers and iii) the discretionary preparation of the “Training Needs Requirements Matrix”, as the main input to identify the training activities that are required in order to close the public servers training gaps. The innovation project narrows in this last item and, consequently propose the implementation of a procedure that helps the identification of capacitation needs, relied on the application of information gathering tools. This procedure is desirable, feasible and viable. To accomplish that, a directive is draw up, as a proposal for a normative instrument for the Ministry of Production, which serves to norm the activities and responsibilities in the development of the procedure optimizing the identification of training activities and, therefore, the elaboration of the “Training Needs Diagnosis”.
