Resumen
La Policía Nacional del Perú es una institución del Estado con calidad de órgano ejecutor, que depende del Ministerio del Interior; con competencia administrativa y autonomía operativa para el ejercicio de la función policial en todo el territorio nacional. En el marco de lo previsto en el artículo 166 de la Constitución Política del Perú para el cumplimiento de la función policial, la Policía Nacional del Perú previene, combate el crimen organizado y la delincuencia investiga las faltas y los delitos en especial la violencia contra las mujeres y los integrantes del grupo familiar. En el marco de la normativa sobre la materia realiza acciones de protección temporal a niños, niñas y adolescentes en abandono e infractores a la ley penal labor que realiza a través de sus comisarías de familia especializadas en materia de protección contra la violencia familiar.
Frente a ello, se ha evidenciado bajo nivel e inoportunidad de la calidad de la investigación del delito de violencia contra la mujer por la comisaría de familia PNP Canto Rey, distrito de San Juan de Lurigancho, provincia y departamento de Lima.
En tal sentido, el presente proyecto de innovación está dedicado a estudiar la deficiencia de la investigación del delito de violencia contra la mujer por la comisaría de familia PNP Canto Rey, contrastando los resultados obtenidos con los factores determinantes que predominan.
El proyecto surge de la necesidad de contar con alto nivel y oportunidad de la investigación del delito de violencia contra la mujer. Para ello se hizo un estudio de raíces y causas, logrando encontrar una débil articulación entre las entidades públicas y organizaciones encargadas de atender y colaborar con las víctimas de violencia contra la mujer.
En definitiva, este proyecto es una muestra de la realidad actual y es una fuente de estudios que puede ser una base para las siguientes investigaciones y mejoras que se requieran realizar.
The Peruvian National Police is a State institution with the quality of an executing agency, which reports to the Ministry of the Interior; with administrative competence and operational autonomy for the exercise of the police function throughout the national territory. Within the framework of the provisions of article 166 of the Constitution for the fulfillment of the police function, the Peruvian National Police prevents, combats organized crime and crime, investigates offenses and crimes, especially violence against women and the members of the family group. In the framework of the regulations on the matter, it carries out temporary protection actions for abandoned children and adolescents and violators of the criminal law, work that it carries out through its family police stations specialized in protection against family violence. In light of this, the quality of the investigation of the crime of violence against women by the PNP family police station Canto Rey, district of San Juan de Lurigancho, province and department of Lima, has been shown to be low and inopportune. In this sense, this innovation project is dedicated to studying the deficiency of the investigation of the crime of violence against women by the PNP family police station Canto Rey, contrasting the results obtained with the predominant determining factors. The project arises from the need to have a high level and opportunity of investigating the crime of violence against women. For this, a study of roots and causes was made, managing to find a weak link between public entities and organizations in charge of attending to and collaborating with victims of violence against women. In short, this project is a sample of the current reality and is a source of studies that can be a basis for the following investigations and improvements that need to be made.
