Resumen
La creación de la riqueza a través del establecimiento de nuevos negocios, los cuales
dan origen a novedosos puestos de trabajo para los ciudadanos, ha demostrado desde siempre
que equilibra y armoniza las actividades económicas de un país, siendo evidente realidad que
las pequeñas y medianas de empresas son las de mayor surgimiento y florecimiento año a año
en todas las regiones del planeta, pero su novel fenecimiento y alto nivel de mortandad no
permite su conformación legal, su establecimiento y consolidación tributaria y sobre todo su
permanencia y sostenimiento a través del tiempo, existiendo un clima de informalidad y
evasión que termina perjudicando a todos. El presente trabajo de tesis, plantea que la mejor
forma de saber en dónde se está, es operar con una medición y para saber si la medición es
adecuada, se debe utilizar una metodología mundialmente aceptada como el Doing Business
® desarrollada por el Grupo del Banco Mundial, que permita materializar un proceso
sistemático de verificación y repetitividad. La investigación se centra en la aplicación de
entrevistas a profundidad en la ciudad de Chincha, del Departamento y Región Ica,
analizando las facilidades para hacer negocios respecto a la ciudad de Lima y la Distancia a la
Frontera ® con ciudades de España y Colombia, en lo que respecta a la cantidad y tiempo de
los trámites y el costo asociado al efectuarlos. El detalle se ha aplicado a cinco de los 10
pilares de análisis de la metodología (Apertura de una empresa, Permisos de Construcción,
Obtención de Electricidad, Registros de Propiedad y Resolución de Contratos). Las ventajas
identificadas deben ser complementadas con las condiciones socio-económicas y el potencial
de rubros para hacer crecer un emprendimiento productivo (de bienes o de servicios) en
Chincha, constituyendo una verdadera oportunidad de mejora continua
The creation of wealth through the establishment of new businesses, which give rise to new jobs for citizens, has always shown that it balances and harmonizes the economic activities of a country, it being evident that small and medium-sized enterprises companies are the most burgeoning and flourishing year by year in all regions of the planet, but its novel breakdown and high mortality rate does not allow its legal conformation, its establishment and tax consolidation and above all its permanence and sustainability over time, there being a climate of informality and evasion that ends up hurting everyone. The present work of thesis, states that the best way to know where you are, is to operate with a measurement and to know if the measurement is adequate, you must use a globally accepted methodology like the Doing Business ® developed by the World Bank Group ensure a systematic verification and repeatability process. The research focuses on the application of in-depth interviews in the city of Chincha, Department and Region of Ica, analyzing the facilities to do business with the city of Lima and the Distance to the Frontier ® with cities of Spain and Colombia, in with regard to the quantity and time of the procedures and the cost associated with carrying them out. The detail has been applied to five of the 10 pillars of analysis of the methodology (Starting a Business, Dealing with Construction Permits, Getting Electricity, Registering Property and Enforcing Contracts). The identified advantages must be complemented with the socio-economic conditions and the potential of items to grow a productive enterprise (of goods or services) in Chincha, constituting a real opportunity for continuous improvement
