Resumen
El presente trabajo tiene como propósito la implementación del plan estratégico
desarrollado para el Departamento del Cesar. Por medio de la ejecución de las estrategias
retenidas, se lograrán los objetivos de largo plazo establecidos a 2027, y se alcanzará la
situación futura deseada basada en tres pilares fundamentales: capital humano con calidad de
vida, educación e instituciones gubernamentales eficientes y transparente, y como resultado,
la disminución de la pobreza (esto último a través del desarrollo de los sectores minero,
agroindustrial, turístico y pecuario).
Dicho plan estratégico ha sido desarrollado con base en el Modelo Secuencial del
Proceso Estratégico creado por D’Alessio (2015). Se inició con el análisis de la situación
actual del Departamento del Cesar, para posteriormente establecer la situación futura
deseada, a partir de la cual se identificaron las fortalezas y debilidades del departamento, y
las amenazas y oportunidades del entorno. Posteriormente se establecieron las estrategias
efectivas a seguir, con el fin de lograr su desarrollo competitivo y medioambientalmente
sostenible. Este proceso estratégico iterativo, retroalimentado e interactivo, es lo que permite
que se puedan revisar constantemente las distintas etapas del plan, haciendo ajustes en la
medida que se requiera.
La investigación realizada demuestra que a pesar de que el Cesar presenta muchas
oportunidades de mejora, cuenta con el potencial para lograr ser un Departamento
competitivo en los campos económico y social a nivel nacional. Implementando el presente
plan estratégico, el Departamento del Cesar será uno de los departamentos más productivos,
eficientes y sostenibles de Colombia, y un referente internacional de competitividad y
gestión
The purpose of this paper is to implement the Strategic Plan developed for the Department of Cesar. Through the execution of retained strategies, the long-term objectives established by 2027 will be achieved, and the desired future situation will be reached based on three fundamental pillars: sustained economic development, reduction of unemployment and as a result the reduction of poverty; throughout the development of the mining, agroindustrial, tourism and livestock sectors. This Strategic Plan has been developed based on the Sequential Model of the Strategic Process created by D'Alessio (2015). It began with the analysis of the current situation of the Department of Cesar, to subsequently establish the desired future situation, from which the strengths and weaknesses of the department, the threats and opportunities of the environment were identified. Afterwards, the effective strategies to be followed were established to achieve their competitive and environmentally sustainable development. This Strategic Process is iterative, feedback and interactive, which allows to constantly review the different stages of the plan, making adjustments as required. Research shows that although Cesar presents many opportunities for improvement, it has the potential to become a competitive department in the economic and social fields at a national level. Implementing this strategic plan, the Department will be one of the most productive, efficient and sustainable departments in Colombia, and an international benchmark for competitiveness and management
