Resumen
Los derechos humanos son normas que reconocen y protegen la dignidad de todos los seres
humanos que viven en sociedad y se relacionan entre sí. Estos deben ser garantizados por parte
del Estado; sin embargo, este no suele contar con las herramientas suficientes para lograr su
cumplimiento, especialmente el de las poblaciones más vulnerables. Dentro de las
consecuencias de esto, se tiene que la población no cuenta con los espacios adecuados para
realizar sus prácticas culturales, las cuales son de suma importancia, ya que son vehículos
fundamentales para la creación, transmisión y reinterpretación de los valores, actitudes y
convicciones a través de los cuales los individuos y las comunidades transmiten el significado
que le dan a sus vidas y su propio desarrollo. Es así que la comunicación tiene un papel clave
en la cultura, porque implica directamente a las personas y a las comunidades en los procesos
de toma de decisiones que afectan a sus propias vidas y al desarrollo futuro. Por ello, el presente
proyecto plantea trabajar, desde la comunicación para el desarrollo, la generación de espacios
de participación comunitaria dirigidos a los stakeholders1 inmediatos del proyecto de cultura
viva comunitaria “Quijote para la Vida”, ubicado en el AA. HH. de Santa Rosa en el distrito
de Puente Piedra, Lima, Perú. Este proyecto tiene como propósito formar niños y niñas líderes
con la capacidad de ejercer una ciudadanía democrática a través del arte y la cultura. Esto tras
haber identificado que el problema comunicacional de esta organización es la ineficiencia de
espacios de participación en los que se articulen con sus stakeholders para conocer los intereses
de los mismos en torno a actividades culturales.
Para ello, se optó por aplicar dos metodologías que garanticen la participación activa y el
compromiso del público objetivo del proyecto con el desarrollo de las actividades planteadas
en este. En primer lugar, se aplicó la metodología participativa para la comprensión de actores
sociales, la cual busca comprender las dinámicas individuales y colectivas. En segundo lugar,
se aplicó la metodología de eduentretenimiento, el cual reforzará los conocimientos y
habilidades del público mediante elementos educativos con el fin de promover cambios en su
comportamiento de manera didáctica y creativa. Al lograrse esto, el “Proyecto Quijote para la
Vida” se convertirá en un agente clave de espacios de participación comunitaria dentro de su
comunidad y sus stakeholders inmediatos podrán aplicar lo aprendido en estos espacios, en pro
de la transformación de su propio desarrollo y el de su entorno.
Human rights are norms that recognize and protect the dignity of all human beings living in society and are interrelated. These must be guaranteed by the State; however, it does not usually have sufficient tools to achieve compliance, especially for the most vulnerable populations. Among the consequences of this, the population does not have adequate spaces to carry out their cultural practices, which are of paramount importance, since they are fundamental vehicles for the creation, transmission and reinterpretation of values, attitudes and convictions through which individuals and communities convey the meaning they give to their lives and their own development. So communication plays a key role in culture, because it directly involves individuals and communities in decision-making processes that affect their own lives and future development. Therefore, the present project proposes to work, from the communication for development, the generation of spaces of community participation aimed at the immediate stakeholders of the community living culture project "Quijote for Life", located in the AA. HH of Santa Rosa in the district of Puente Piedra, Lima, Peru. This project aims to train child leaders with the ability to exercise democratic citizenship through art and culture. This after having identified that the communicational problem of this organization is the inefficiency of spaces of participation in which they articulate with their stakeholders to know their interests around cultural activities. To this end, two methodologies were applied to ensure the active participation and commitment of the project's target audience to the development of the activities proposed in the project. First, the participatory methodology was applied for the understanding of social actors, which seeks to understand individual and collective dynamics. Secondly, the edutainment methodology was applied, which will reinforce the knowledge and skills of the public through educational elements in order to promote changes in their behavior in a didactic and creative way. When this is achieved, the "Quijote para la Vida” will become a key agent of community participation spaces within its community and its immediate stakeholders will be able to apply what they have learned in these spaces, in favor of the transformation of their own development and that of their environment.
