Abstract
El trabajo identifica la restricción externa como un problema estructural y en la primera parte se hace una reseña de algunos autores que han fundamentado esa posición. Se analizan los principales indicadores macroeconómicos de los últimos 23 años y se aplica un modelo de brechas que por construcción subestima la brecha externa, en favor de la fiscal e interna. A pesar de ello, la evidencia empírica muestra la relevancia del límite externo en dicho período, lo que es consistente con la interpretación conceptual planteada al comienzo.
This paper identify the external constraint like a structural problem, and in the first part we make a book review about some authors who had fundamental this posture. We analyze the principal macroeconomic indicators in the last 23 years and we apply a three gap-model that, because its structure, do not give an adequate valuation to the external gap, in preference to fiscal and internal gap. Instead of, the empirical evidence shows the importance of the external limit in this period. That has consistency whit the conceptual interpretation we have at the beginning.
