Abstract
El presente estudio sobre el Planeamiento Estratégico Integral (PEI) para la provincia
de Trujillo, tiene como fin la elaboración de un plan estratégico que ayude al control del plan
estratégico elaborado por la Municipalidad de Trujillo, en su Plan de Desarrollo Local
Concertado de La Provincia de Trujillo para los periodos del 2017 – 2030 (PDLC), todo ello
con el fin de tener una visión integral de los ajustes necesarios que se podrían realizar a lo
largo de su implementación. Para la realización del presente estudio, se empleó el modelo de
Planeamiento Estratégico elaborado por el profesor D’Alessio (2015). Los resultados
muestran que La Provincia de Trujillo cuenta con factores internos y factores externos
favorables para mejorar su posición de competitividad. Cuenta con una ubicación
geopolíticamente estratégica, una red vial que atraviesa las principales avenidas y zonas
comerciales, con preponderante presencia de la industria minera formal e informal, cuentan
con una agroindustria en su mayoría enfocada hacia la exportación, con una industria textil
del cuero y calzado con presencia en los mercados locales y regionales del país, para lo cual
se han desarrollado actividades que fomenten e impulsen la creación de clúster. Para ello,
debe hacer frente a un entorno con problemas políticos, sociales y desastres naturales
producto del cambio climático. Además, se proyecta un crecimiento económico sustentable y
sostenido por los principales proyectos de inversión pública, en sistemas de irrigación, en el
mejoramiento de su servicio educativo y el servicio de salud. Los resultados obtenidos
indican que, a pesar de las adversidades del entorno, la provincia de Trujillo cuenta con el
suficiente potencial para ser la región más competitiva del Perú; para ello requiere seguir un
proceso estratégico que agregando valor a sus ventajas comparativas transformándose en
ventajas competitivas.
The present study on Integral Strategic Planning (PEI) for the province of Trujillo was aimed at the development of a strategic plan to help control the strategic plan of Trujillo prepared by the Municipality in the Local Development Plan Concertado of the Province of Trujillo for the period 2017 - 2030 (PDLC), to have a comprehensive vision of the necessary adjustments that could be made throughout its implementation. For the realization of the present study, the Strategic Planning model elaborated by Professor D'Alessio (2015) was used. The results show that La Provincia de Trujillo has internal factors and favorable external factors to improve its competitive position. It has a strategic location, high-reach road network, emergent and intensive mining, large agroindustrial companies, leather and footwear industries and a growing presence of the main operators of shopping centers in the country, for which they have reconsidered the traditional economic activities and encouraging the formation of clúster; To do so, it must face an environment characterized by economic inequality, the lack of political clarity in the country's vision, and atmospheric disturbances and natural disasters caused by climate change. In addition, sustainable economic growth is projected and sustained by major public investment projects executed by the three levels of government, in irrigation systems and in the improvement of their educational service and health service. The results obtained indicate that, despite the adversities of the environment, the province of Trujillo has the potential to be the most competitive region in Peru; For this, it requires following a strategic process that will add value to its comparative advantages transforming them into competitive advantages
