Implantación de un aplicativo informático (Web o Cliente/Servidor) e implementación de la interconexión a la plataforma de Interoperabilidad con el MEF para la integración de información de planilla y presupuesto de personal de la Policía Nacional del Perú

Resumen
Existe una deficiente integración por parte de la División de Derechos y Beneficios
para la determinación de planillas para el personal de la Policía Nacional del Perú, por
cuanto, cuenta con procesos que utilizan recursos mixtos (aplicaciones informáticas y
procedimientos manuales), que si bien es cierto, cumplen la misión de la elaboración de la
planilla mensual, pero no aprovecha al máximo las bondades y beneficios de los recursos
tecnológicos actuales (Aplicaciones Web, Sistemas Integrales, etc.), generando mayor uso
y empleo de recursos de personal, tiempo (horas/hombre), soportes de información (papel)
así como dejando de aprovechar los datos e información necesarios para una debida toma
de decisiones.
Asimismo, la PNP no cuenta con herramienta informática o tecnológica que permita
integrar todos los procesos y procedimientos que se encuentran diseminados en varias
unidades orgánicas (División de Alta y Bajas, Oficina de Informática de la DIRREHUMPNP,
División de Pensiones, Escuelas de Formación), llevándose cada proceso de manera
independiente y aislada, generando datos e información no accesible.
Por otro lado, el uso y empleo del Aplicativo Informático para el Registro Centralizado
de Planillas y de Datos de los Recursos Humanos del Sector Público (AIRHSP) por parte
de la PNP no se encuentra optimizada debido al esquema que mantiene en el tecnicismo
obsoleto de su sistema de formulación de planilla, motivo por el cual la información
contenida en dicho sistema no es del todo confiable, ya que no se encuentra conectada
“intra” PNP para la planificación, proyección y formulación del requerimiento de
presupuesto de sustento de pago de personal. Por tal motivo, el presente proyecto busca
enfrentar este grave problema, a través de la: 1. Implantación de un aplicativo informático
(Web o Cliente/Servidor) y la, 2. Implementación de la interconexión a la plataforma de
interoperabilidad con el MEF para la integración de información de planilla y presupuesto
de personal.
En suma, esta innovadora propuesta cuenta con posibilidad organizacional,
económica y normativa; que representa una propuesta integral para establecer conexiones
de intercambio de información y datos con otras plataformas, que en este caso se prevé,
se interconecte con la plataforma de interoperabilidad del MEF, empleando para ello la
utilización de la tecnología de los WebServices (Servicios Web).

On the other hand, the use and use of the Informatic Application for the Centralized Registry of Forms and Data of the Human Resources of the Public Sector (AIRHSP) by the PNP is not optimized due to the scheme that it maintains in the obsolete technicality of its payroll formulation system, which is why the information contained in said system is not entirely reliable, since it is not connected “intra” PNP for the planning, projection and formulation of the budget requirement to support personnel payment. For this reason, this project seeks to address this serious problem, through: 1. Implementation of a computer application (Web or Client / Server) and, 2. Implementation of the interconnection to the interoperability platform with the MEF to the integration of payroll information and personnel budget. In sum, this innovative proposal has an organizational, economic and regulatory possibility; which represents a comprehensive proposal to establish information and data exchange connections with other platforms, which in this case is expected to be interconnected with the MEF interoperability platform, using the use of WebServices technology (Web Services).
