Planeamiento estratégico para el turismo rural comunitario en Cuatro Lagunas Cusco

Resumen
La industria del turismo a nivel global, y sobre todo en el Perú y la región Cusco, ha experimentado un crecimiento sostenido en las últimas décadas, mostrando un interés progresivo, orientado hacia las áreas rurales no sólo como proveedoras de alimentos, sino, por su tranquilidad, naturaleza, biodiversidad, tradiciones y cultura, aspectos que se deben preservar y pueden aprovechar a través de una adecuada orientación estratégica.
La región Cusco concentra su oferta turística en tres provincias, que atienden el 90% de la demanda, dejando de lado otras zonas con recursos reconocidos.
El circuito de las Cuatro Lagunas, ubicado entre las provincias de Canas y Acomayo, cuenta con recursos naturales, culturales y arqueológicos adecuados para el desarrollo del turismo rural. Esta actividad se considera como una alternativa para mejorar las condiciones de vida, considerando que el 88% de su población se encuentra en extrema pobreza.
En la zona se han realizado acciones para fomentar esta industria, las que no han tenido efectos positivos debido a la carencia de una visión que articule las acciones de manera ordenada y estratégica.
El presente trabajo de investigación tiene por finalidad proponer el planeamiento estratégico para desarrollar el turismo rural comunitario en esta zona, el mismo que podría ser implementado por los gobiernos locales.
Para realizar la investigación se ha utilizado el modelo planteado por el profesor Fernando D’Alessio sobre el proceso estratégico, efectuando un análisis del turismo rural comunitario a nivel global, nacional y regional. Se determina como principales oportunidades la tendencia creciente en el arribo de turistas nacionales y extranjeros a la región Cusco, así como, el posicionamiento internacional del Perú como país auténtico. Del mismo modo, se ha considerado como amenazas, las huelgas y paros que dañan la imagen del país y la región, así como la competencia de productos más desarrollados y posicionados.
Como resultado del análisis se ha determinado que los factores críticos de éxito para el turismo rural son: (a) la cantidad y condición de los recursos, (b) accesibilidad, (c) nivel de capacitación de los recursos humanos, y (d) el posicionamiento y grado de desarrollo del producto turístico.
El circuito de las Cuatro Lagunas aún no puede ser considerado como un producto turístico debido a que sus instalaciones no son competitivas y los actores económicos y población en general no están sensibilizados con la industria del turismo.
Para contrarrestar estas limitantes, se plantea como principales estrategias el desarrollo de productos turísticos y el mercadeo en el Perú y extranjero, considerados dentro de la herramienta estratégica, capaz de orientar las acciones de los gobiernos locales y actores involucrados en esta industria.
The industry of the tourism at global level, and mainly in the Peru and to the region Cuzco, it has experienced a growth sustained in the last decades, showing a progressive interest, oriented toward the rural areas not alone as supplying of allowances, but, for their tranquility, nature, biodiversity, traditions and culture; aspects that should be preserved and they can take advantage through an appropriate strategic orientation. The region Cuzco concentrates its tourist offer on three counties which assist 90% of the demand; leaving aside other area with grateful resources. The circuit of the Four Lagoons, located among the counties of Canas and Acomayo, has appropriate natural, cultural and archaeological resources for the development of the rural tourism, like an alternative to improve the conditions of life, considering that its population's 88% is in extreme poverty. In the area, some actions have been developed to foment this industry, those that have not had positive goods, due to the lack of a vision that articulates the actions in an orderly and strategic way. The present thesis has for purpose to propose the strategic position to develop the community rural tourism in this area, the same one that can be implemented by the local governments. To carry out the investigation the pattern by Fernando D'Alessio has been used outlined on the strategic process; making an analysis from the community rural tourism to global, national and regional level; determining as main opportunities the growing tendency in the arrival of national tourists and foreigners to the region Cuzco; as well as, the international positioning of the Peru like authentic country. In the same way, it has been considered as threats; the strikes and demonstrations that damage the domestic image and the region; as well as the competition of more developed and positioned products. As a result of the analysis it has been determined that the critical factors of success for rural tourism are: the quantity and conditions of the resources; accessibility; level of training of the human resources, the positioning and grade of development of the tourist product. The circuit of the Four Lagoons, it cannot still be considered as a tourist product, because their facilities are not competitive and the economic actors and population in general are not sensitive with the industry of the tourism. To counteract these obstacles, we propose as main strategies the development of tourist products; and market in the Peru and foreigner; considered inside the strategic tool, able to guide the actions of the local governments and actors involved in this industry.
