Instrumentos de financiamiento urbano en la Ley de Desarrollo Urbano Sostenible

Abstract

With the enactment of the Sustainable Urban Development Law, Law No. 31313, a series of instruments were introduced that enable local governments to increase the resources available to them for financing urban development within their respective jurisdictions, based on the very exploitation of urban land.In this article, we aim to examine these instruments; however, we begin by analyzing the context and objectives of the aforementioned Sustainable Urban Development Law, in order to understand the role that urban financing instruments play within the framework of the new paradigm for urban land planning and management proposed by the Law.

Con la aprobación de la Ley de Desarrollo Urbano Sostenible, Ley 31313, se introdujo una serie de instrumentos que permiten a los gobiernos locales incrementar los recursos que les permitan financiar el desarrollo urbano de sus respectivas jurisdicciones, tomando como base la propia explotación del suelo urbano. En el presente artículo tratamos de abordar el estudio de estos instrumentos, pero, para ello, primero se aborda un análisis del contexto y objetivos de la referida Ley de Desarrollo Urbano Sostenible, a efectos de entender la función que cumplen los instrumentos de financiamiento urbano en el engranaje del nuevo paradigma en la planificación y gestión del suelo urbano propuesto por la Ley.
