Abstract
Esta investigación aborda los factores de éxito del Programa de Diálogo
Productivo de la empresa Talisman implementado entre la compañía,
organizaciones indígenas y de productores del distrito de Morona y el Estado
peruano entre el 2010 al 2012. Estas consistían en reuniones tripartitas que fueron
más conocidas a nivel local como reuniones multifederativas, dado que, en vez de
un representante indígena, se incorporaban líderes de hasta once de estas
organizaciones distritales y participaban en estas sesiones de diálogo al mismo
tiempo. La estrategia metodológica ha sido cualitativa y consistió en la compilación
de documentos y testimonios de los actores indígenas y de funcionarios estatales
y corporativos que participaron en la experiencia cuya sistematización, aportaron
evidencias de cómo la construcción de formas de diálogo y de participación en la
gestión de los acuerdos, contribuye al logro de la licencia social para la exploración
y explotación de hidrocarburos en zonas sensibles al deterioro ambiental. El
aporte a la gerencia social serán las innovaciones de herramientas, métodos y
conceptos que agreguen los conocimientos obtenidos de esta investigación que
pueden ser aplicados en futuros procesos dialógicos que requieren el
involucramiento a pueblos indígenas
This research addresses the Talisman company success factors of its Productive Dialogue Program implemented among this corporation, indigenous and producer organizations of the Morona district and the Peruvian government during 2010- 2012. These consisted of tripartite meetings that were better known locally as multifederative meetings, since, instead of a single representative for the communities, up to eleven leaders of this district organizations joined and participated in these dialogue sessions at the same time. The methodological strategy has been qualitative and consisted of the compilation of documents and testimonies of the indigenous actors, state and corporate officials who participated in the experience. The systematization, provided evidence of how the construction of forms of dialogue and participation in the management of the agreements, contributes to the achievement of the social license for the exploration and exploitation of hydrocarbons in areas sensitive to environmental deterioration. The contribution to social management will be the innovations of tools, methods and concepts that aggregate knowledge obtained from this research that can be applied in future dialogic processes that require involvement to indigenous peoples.
