Abstract
La presente investigación tiene como objetivo principal conocer los factores que
contribuyen o limitan la implementación de la Estrategia Multisectorial Barrio Seguro-
Perú, en el Distrito de San Martín de Porres, en los años 2021-2022; a partir del
análisis de las percepciones de los actores claves sobre su participación y articulación
en el sector 03-Perú. A partir de los datos recopilados se ha propuesto estrategias,
acciones y recomendaciones para fortalecer la ejecución de la EMBS-Perú.
En el marco de la Gerencia Social, se requiere que los actores claves que intervienen
en los programas, proyectos y/o estrategias, de acuerdo a su experiencia,
competencias y roles, asuman un nivel de responsabilidad y actúen con ética según
las reglas de juego concertadas para la ejecución de determinado proyecto. Por ello,
esta investigación se fundamenta en la necesidad de analizar no sólo un tipo de
participación y articulación en la cual los actores claves son funcionales a las
necesidades del sector que promueve el programa, proyecto o estrategia, sino como
actores claves involucrados y comprometidos en la solución de la problemática social.
La forma de investigación, es a través de un estudio de caso y de orden; la técnica
para el recojo de información es la entrevista a profundidad aplicada a los
representantes de las juntas vecinales, funcionarios del gobierno local, de la Policía
Nacional del Perú, del MINITER, CEM, DEMUNA, UGEL 02, Centro de Salud Zona
03-Perú, y ONG (HIAS, HELVETAS). El universo lo constituyen los actores sociales
claves involucrados y que intervienen en los procesos de la EMBS-Perú en el Distrito
de San Martín de Porres. La muestra no es probabilística, pero si es significativa y
esta seleccionada por juicio y conveniencia.
Es importante señalar que la participación y la articulación de los principales actores
claves como: las Juntas Vecinales (JJVV), la Policía Nacional del Perú (PNP), el Comité
Distrital de Seguridad Ciudadana (CODISEC), la Articuladora Territorial de la estrategia
(AT); es un factor que contribuye en la implementación de la EMBS-Perú, porque a
través de la participación directa y comunitaria, evidenciada específicamente en los
espacios como las mesas técnicas territoriales (MTT), se proponen y concertan acciones para mejorar las condiciones de la seguridad ciudadana y la convivencia
pacífica en el sector 03-Perú.
En este contexto, se recomienda a todos los actores claves continuar fortaleciendo el
proceso de implementación de la estrategia mediante la intervención directa y activa; y
ampliando el campo de acción de las mesas técnicas territoriales; así como la
formación de nuevas juntas vecinales que permita mejorar las condiciones para la
seguridad y la convivencia pacífica.
The main objective of this research is to know the factors that contribute or limit the implementation of the Barrio Seguro-Perú Multisector Strategy, in the District of San Martín de Porres, in the years 2021-2022; based on the analysis of the perceptions of key actors regarding their participation and articulation in the 03-Perú sector. The universe is made up of the key social actors involved and intervening in the EMBS-Peru processes in the District of San Martín de Porres. The sample is not probabilistic, but it is significant and is selected by judgment and convenience. It is important to note that the participation and articulation of the main key actors such as: the Neighborhood Councils (JJVV), the National Police of Peru (PNP), the District Citizen Security Committee (CODISEC), the Territorial Articulator of the strategy (AT ); It is a factor that contributes to the implementation of the EMBS-Peru, because through direct and community participation, specifically evidenced in spaces such as the territorial technical tables (MTT), actions are proposed and agreed upon to improve security conditions. citizenship and peaceful coexistence in sector 03-Perú.
