Resumen
El presente estudio tiene como objetivo calcular el Índice de Progreso Social [IPS]
para el distrito de Paucarpata de la provincia de Arequipa y para las seis zonas en que se
dividió el distrito. Para esto se realizó una investigación de campo, cuantitativa, descriptiva,
no experimental, utilizando la metodología desarrollada por la Social Progress Imperative, la
cual aplica una medida integral que involucra el análisis de tres dimensiones, 12
componentes, y un conjunto de indicadores a través de los cuales se puede identificar el nivel
de progreso social del grupo analizado. Como herramienta principal para la recolección de
datos se utilizó un cuestionario proporcionado por CENTRUM Católica, que se aplicó a los
jefes de hogar del distrito de la muestra obtenida.
Este estudio es de gran importancia debido a que el distrito no cuenta con índices que
permitan medir su crecimiento ni se han realizado investigaciones a detalle que sirvan como
base para implementar planes a fin de suplir las carencias, afrontar las amenazas y explotar
las oportunidades de desarrollo del distrito. El resultado obtenido posiciona al distrito de
Paucarpata en un nivel de progreso social medio bajo con un puntaje obtenido de 60.23. La
dimensión de necesidades humanas básicas obtuvo la calificación de alto con 72.33 puntos,
las dimensiones de fundamentos del bienestar y oportunidades obtuvieron una calificación
baja con 54.26 y 54.11 respectivamente.
A nivel de zonas el primer puesto lo tiene la zona uno conformada por 15 de Agosto
con una calificación medio alto de 66.80 puntos, el último puesto corresponde a la zona cinco
que agrupa a Ampliación Paucarpata y Alto Jesús que puntúa con 49.13 y califica como bajo.
Dentro de las fortalezas encontradas en el distrito se encuentran el componente de agua y
saneamiento básico que obtuvo la mayor calificación de todos los componentes con un nivel
de muy alto con 94.33 puntos seguida de acceso a información y telecomunicaciones con
83.83 y libertad personal y de elección con 81.13, ambos con calificación alta. Como extremo opuesto se tiene a los componentes de acceso a la educación superior con 31.22 puntos y el
de sostenibilidad ambiental con 38.90, es decir, una calificación de muy bajo.
Los resultados obtenidos podrán servir de guía para que las autoridades tomen
mejores decisiones en cuanto a inversión y política pública, monitoreen el desempeño social
y ambiental periódicamente y ejecuten planes que creen las condiciones óptimas que
permitan a la población del distrito mejorar su calidad de vida y desarrollar todo su potencial.
This study aims to calculate the Social Progress Index [IPS] for the Paucarpata district of the province of Arequipa and for the six zones into which the district was divided. For this, a quantitative, descriptive, non-experimental field research was carried out, using the methodology developed by the Social Progress Imperative, which applies a comprehensive measure that involves the analysis of three dimensions, 12 components, and a set of indicators through of which the level of social progress of the analyzed group can be identified. As a main tool for data collection, a questionnaire provided by CENTRUM Católica was used, which was applied to the household heads of the district of the sample obtained. This study has great importance because the district does not have indices that allow its growth to be measured, nor have detailed investigations been carried out that serve as a basis for implementing plans to supply the shortcomings, handle threats and exploit development opportunities of the district. The result obtained places the Paucarpata district at a medium low level of social progress with a score of 60.23. The basic human needs dimension obtained a high score with 72.33 points, the dimensions of welfare fundamentals and opportunities obtained a low score with 54.26 and 54.11 respectively. At the level of zones, the first place is held by zone one formed by 15 de Agosto with a medium high score of 66.80 points, the last place corresponds to zone five that groups Ampliación Paucarpata and Alto Jesús, which scores with 49.13 and qualifies as low. Among the strengths found in the district are the basic water and sanitation component that obtained the highest rating of all components with a very high level with 94.33 points followed by access to information and telecommunications with 83.83 and personal freedom and choice with 81.13, both with high marks. Opposite extremes are the components of access to higher education with 31.22 points and that of environmental sustainability with 38.90, that is, a very low rating. The results obtained can serve as a guide for the authorities to make better decisions regarding investment and public policy, periodically monitor social and environmental performance and execute plans that create the optimal conditions that allow the population of the district to improve their quality of life and develop their full potential.
