Resumen
La inseguridad ciudadana es una de los problemas de mayor consideración no solo a nivel
regional sino también en Perú. Esta percepción se puede ver reflejada en los altos índices de
percepción de inseguridad y son reforzados cuando se considera que las autoridades no toman
las debidas acciones. Algunas de estas críticas están dirigidas hacia instituciones como la
Policía Nacional del Perú, dado que al ser los encargados de registrar los antecedentes
policiales de individuos que hayan cometido infracciones o delitos no lo cumplen cabalmente,
desde la perspectiva de los ciudadanos. No obstante, existen causas subyacentes que dificultan
la aplicación integral del proceso de antecedentes policiales, los cuales serán abordados en el
presente trabajo. Ante esta problemática, se propone el diseño de un prototipo que pueda
agilizar y mejorar el proceso de registro de antecedentes policiales y con ello, se brinde un
buen servicio en materia de seguridad ciudadana a los ciudadanos.
Citizen insecurity is one of the most important problems not only at the regional level but also in Peru. This perception can be seen in the high rates of perception of citizen insecurity, which are reinforced when it is considered that the authorities do not implement any actions. Some of these criticisms are directed towards institutions such as the National Police of Peru (in Spanish PNP), given that being in charge of registering the police records of individuals who have committed infractions or crimes, they do not fully comply with it, from the perspective of citizens. However, there are underlying causes that hinder the comprehensive application of the police record process, which will be addressed in this innovation project. Given this situation, the design and implementation of a prototype that can streamline and improve the process of registering police records and, as a result, provide a good service in terms of citizen security to citizens is proposed.
