Resumen
El presente estudio analiza la problemática de la Inspectoría General de la
Policía Nacional sobre el rol que debe cumplir en su función de investigación y
decisión, que por una inadecuada gestión en los procesos administrativos no se
viene cumpliendo los fines de la administración disciplinaria.
Lo que se evidencia en el estudio del 2019 al 2023, con las crudas cifras
estadísticas del máximo órgano de control disciplinario de la PNP que establecen
una carga administrativa que supera los 28,172 expedientes administrativos por
infracciones graves y muy graves, cuyo gran número de los casos han caducado
y prescrito, dando lugar al archivamiento en las diversas instancias
administrativas.
Siendo Lima Metropolitana una de las ciudades en el país con un total de
15,307 expedientes administrativos que representa el 54.33% de la carga
administrativa nacional.
Finalmente, considerando que el lugar de estudio es la ciudad de Lima,
específicamente en la Región Policial de Lima, la presente innovación busca un
cambio estructural en la organización policial, mediante la creación en las
Oficinas de Administración de las Oficinas de Disciplina en las Comisarías y de
las Inspectorías Descentralizadas en las Divisiones Policiales.
Lo que permitirá desconcentrar la función de la investigación y decisión
de los procesos administrativos disciplinarios por infracciones graves, con la
dependencia funcional de sus efectivos, de la Dirección de Investigaciones de la
Inspectoría General de la PNP.
This study analyzes the problems of the Office of the Inspector General of the National Police regarding the role it should play in its investigation and decisionmaking function, which due to inadequate management in administrative processes has not been fulfilling the purposes of the disciplinary administration. This is evidenced in the study from 2019 to 2023, with the crude statistical figures of the highest disciplinary control body of the PNP that establish an administrative burden that exceeds 28,172 administrative files for serious and very serious infractions, whose large number of cases have expired and prescribed, leading to the archiving in the various administrative instances. Metropolitan Lima is one of the cities in the country with a total of 15,307 administrative files, which represents 54.33% of the national administrative burden. Finally, considering that the place of study is the city of Lima, specifically in the Lima Police Region, the present innovation seeks a structural change in the police organization, through the creation in the Administration Offices of the Disciplinary Offices in the Police Stations and of the Decentralized Inspectorates in the Police Divisions. This will make it possible to decentralize the function of the investigation and decision of administrative disciplinary processes for serious infractions, with the functional dependence of its personnel, on the Investigations Directorate of the Inspector General of the PNP.
