Resumen
El presente trabajo desarrolla el Plan Estratégico Aplicativo de Lima Metropolitana al
año 2028, para lo cual se ha utilizado la del Modelo Secuencial del Proceso Estratégico de
Fernando D’Alessio. Lima Metropolitana es la capital del Perú, y la ubicación estratégica la
convierte en un pilar fundamental para su desarrollo. Es la ciudad con mayor crecimiento
económico del país y cuenta con distritos de alto nivel de producción a nivel nacional. En la
ciudad, se percibe una estructura socioeconómica diversa y desigual, la cual demuestra que
existe zonas geográficas con mayor ingreso económico y calidad de vida muy diferenciadas.
Lima Metropolitana reúne las condiciones económicas y culturales, desarrollo y perspectiva
de crecimiento que en conjunto permite perfilarse como imán para hacer negocios. Para ello,
se plantea una nueva visión que permita lograr y mejorar el bienestar de la población de Lima
Metropolitana. La visión es: “Al año 2028, Lima Metropolitana será reconocida como una
ciudad competitiva y moderna a nivel Latinoamérica, basados en el crecimiento de sus
principales actividades económicas como manufactura, comercio y turismo; contribuyendo de
manera sostenida al incremento del PBI nacional en más de la mitad, posicionándose dentro
de las cinco primeras ciudades para hacer negocio en la región y generando igualdad en la
distribución de las tres dimensiones del Índice de Desarrollo Humano”. Los Objetivos de
Largo Plazo para alcanzar la visión planteada está enfocada en lograr un crecimiento
económico sostenido basado en sus tres principales pilares económicos: comercio,
manufactura y turismo, un mayor índice de desarrollo humano basados en la salud, educación
y riqueza, un gran interés por convertirse en una de las principales ciudades para hacer
negocios, así como reducir los índices de criminalidad y mejorar el ordenamiento territorial y
transporte urbano. Mediante la aplicación del presente plan estratégico, Lima Metropolitana
se consolidará como un modelo referencial para la economía nacional y mundial.
The present work develops the Strategic Strategic Plan of Metropolitan Lima in 2028, for which the Strategic Sequential Model Model of Fernando D'Alessio has been used. Metropolitan Lima is the capital of Peru, and the strategic location makes it a fundamental pillar for its development. It is the city with the highest economic growth in the country and has high level production districts nationwide. In the city, a diverse and unequal socioeconomic structure is perceived, which shows that there are geographical areas with a higher economic income and a very different quality of life. Metropolitan Lima meets the economic and cultural conditions, development and growth perspective that together can be outlined as a magnet for doing business. To do this, a new vision is proposed to achieve and improve the welfare of the population of Metropolitan Lima. The vision is: “By the year 2028, Metropolitan Lima will be recognized as a competitive and modern city in Latin America, based on the growth of its main economic activities such as manufacturing, commerce and tourism; contributing in a sustained manner to the increase of the national GDP in more than half, positioning itself within the first five cities to do business in the region and generating equality in the distribution of the three dimensions of the Human Development Index”. The Long Term Objectives to achieve the vision is focused on achieving sustained economic growth based on its three main economic pillars: trade, manufacturing and tourism, a higher rate of human development based on health, education and wealth, a great interest to become one of the main cities to do business, as well as reduce crime rates and improve land use and urban transport. Through the application of this strategic plan, Metropolitan Lima will be consolidated as a reference model for the national and global economy.
