Resumen
El presente trabajo de investigación se basó en la elaboración de un planeamiento
estratégico para el distrito de Chilca 2019 al año 2030, el cual se ha desarrollado usando el
modelo propuesto por el Dr. Fernando D’Alessio (2015), permitiendo elaborar una visión que
se basa principalmente en convertir el distrito de Chilca en una ciudad competitiva y eficiente
en las siguientes actividades: (a) crecimiento sostenible del sector manufacturero,(b)
seguridad ciudadana, (c) conservación del medio ambiente, (d) infraestructura moderna, (e)
servicios de calidad; y (f) gobierno eficiente y ético. Se ha identificado que Chilca cuenta con
la tercera mayor población a nivel de Huancayo Metropolitano obteniendo un incremento
significativo en la actividad comercial. Factores como: (a) la contaminación ambiental, (b) la
inseguridad ciudadana, (c) la informalidad comercial, (d) falta de la vanguardia de tecnología
de información y comunicación, son aspectos que se deben mejorar. La gestión municipal de
Chilca carece de una visión sostenible a largo plazo, que no favorece al crecimiento
sostenible del distrito. Además, no cuenta con personales altamente calificados para poder
generar y gestionar cambios positivos.
Para el plan estratégico de Chilca se determinaron seis objetivos de largo plazo
(OLP): (a) seguridad ciudadana, que busca reducir la actividad delictiva y mejorar la gestión
de la seguridad pública; (b) servicios de calidad, que ayuden a mejorar la calidad de vida de
los pobladores; (c) eficiencia en la gobernabilidad del distrito basados en valores y código de
ética; (d) desarrollar el sector manufactura para ser un distrito competitivo en la región; (e)
infraestructura pública, que es de gran relevancia para fomentar la inversión y el desarrollo
económico del distrito; y (f) cuidado de la biodiversidad y medio ambiente que busca
disminuir la deforestación. Para cumplir estos objetivos se propone implementar un tablero
de control que permita gestionar el cumplimiento y medir los resultados de los objetivos
propuestos.
The present research was based on the elaboration of a strategic planning for the district of Chilca 2019 to the year 2030, the one whose was develop using the model proposed by Dr. Fernando D’Alessio (2015), allowing have a vision that has his principal base in convert the district of Chilca in a competitive and efficient city in the following activities: (a) the sustainable economic growth in the manufacture sector, (b) citizen security,(c) the conservation of the environment, (d) modern infrastructure, (e) quality of services, and (f) the etic and efficient government. Chilca was identified with the third bigger population at the tier of Huancayo Metropolitano obtaining a significant increase in commercial activity. Factors as: (a) environmental pollution, (b) citizen insecurity, (c) commercial informality, (d) the absence of technology forefront of information and communication are aspects that have to improve. The municipal management lacked a long-term sustainable vision of Chilca, which doesn’t favor the sustainable growth of the district services that, do not have qualified staff to can generate and manage positive changes. For the strategic plan of Chilca, there were determined six long-term objectives (LTO): (a) citizen security who seeks to reduce the delinquent activity and to improve the management of public security; (b) top-quality services, to help to improve the quality of the life of the population; (c) efficiency in the governance in the district based on values and etic code; (d) develop the industrial sector to be a competitive district in the region; (e) public infrastructure, which is of great relevance to promoting investment and the economic development of the district; and (f) the care of the biodiversity and the environment that seek decreasing deforestation. In order to fulfill over objectives, it aims to implement a control panel that allows ensuring the compliance and measure the deliverables of the stated objectives.
