Resumen
El objetivo del presente planeamiento estratégico del sector de generación de energía
eléctrica es establecer las estrategias para cumplir la visión propuesta para el mismo en un
horizonte de 10 años. Se analizó el entorno y la situación actual de Colombia considerando la
demanda de energía eléctrica en los últimos años, el crecimiento de la población, y diferentes
indicadores económicos.
Posteriormente, se realizó el análisis de los componentes externos, tales como: (a) el
análisis tridimensional de las naciones, (b) el análisis competitivo de Colombia, (c) el análisis
PESTE, y (d) la matriz de evaluación de los factores externos. Aplicando el análisis
AMOFHIT, se trató de identificar las estrategias para capitalizar las fortalezas y neutralizar
las debilidades del sector y en el Capítulo V se definieron los objetivos a largo plazo que
están alineados a la visión del mismo. Al finalizar este proceso se depuraron las estrategias y
las más representativas son las que permanecen en el planeamiento estratégico. En los
siguientes capítulos se desarrolló la implementación estratégica mediante la articulación de
los objetivos a corto plazo con las políticas para cada estrategia e integrando los factores
medioambientales, recursos humanos y la gestión al cambio.
Por último, se desarrolló la propuesta de evaluación empleando el tablero de control y
se relacionaron las cuatro perspectivas de control del sector de generación de energía
eléctrica colombiano. Como resultado final del trabajo propuesto, se plantearon conclusiones
y recomendaciones para que el sector mencionado logre cumplir la visión propuesta.
The objective of the present strategic planning of the power generation sector is to establish the strategies to fulfill the vision proposed for the same in a 10 year horizon. The environment and the current situation in Colombia were analyzed considering the demand for electricity in recent years, the growth of the population, and different economic indicators. Subsequently, the analysis of the external components was carried out, such as: (a) the three-dimensional analysis of nations, (b) competitive analysis of Colombia, (c) analysis PESTE, and (d) the evaluation matrix of external factors.
