Resumen
La Superintendencia del Mercado de Valores (SMV) es un organismo técnico
especializado adscrito al Ministerio de Economía y Finanzas (MEF) que tiene por finalidad
velar por la protección de los inversionistas, la eficiencia y transparencia de los mercados
bajo su supervisión, la correcta formación de precios y la difusión de toda la información
necesaria para tales propósitos.
Por tanto, la visión propuesta para la SMV es: “Para 2027, el mercado de valores
peruano triplicará el volumen de sus operaciones a través de la promoción agresiva y
desarrollo de nuevas opciones de inversión. Asimismo, la transparencia del mercado se
asegurará reduciendo a 5% el número de infracciones por partícipe”. Para lograrla, se han
elaborado estrategias, objetivos de largo y corto plazo, políticas y acciones correspondientes.
Son seis los objetivos de largo plazo desarrollados que cubren los tres grandes aspectos
referidos en la visión: (a) crecimiento del mercado de valores; (b) promoción agresiva y
desarrollo de mercados, y (c) aseguramiento de la transparencia del mercado de valores. Para
el alcance de los objetivos de largo plazo se han definido seis estrategias orientadas a
incentivar agresivamente el crecimiento del mercado, aprovechando las alianzas estratégicas
con la Alianza del Pacífico (AP) y el Mercado Integrado Latinoamericano (MILA), y el
fortalecimiento institucional de la SMV.
Para la ejecución y el control del presente plan estratégico se ha implementado el
tablero de control balanceado, donde se detallan 28 objetivos de corto plazo, y el
alineamiento de las actividades a realizar con los valores y el código de ética planteados,
teniendo como principales: equidad, transparencia y profesionalismo. Con el presente plan
estratégico, la SMV logrará que el mercado de valores peruano supere el principal problema
que lo aqueja: la falta de liquidez, convirtiéndolo en un mercado atractivo y con participación
determinante en la economía peruana
The Superintendence of Securities Market (SMV) is a specialized technical entity attached to the Ministry of Economy and Finance (MEF) whose purpose is to ensure the protection of investors, the efficiency and transparency of the markets under their supervision, the correct prices formation and the diffusion of all the information necessary for such purposes. The proposed vision for the SMV is "by 2027, the Peruvian stock market will triple the volume of its operations through aggressive promotion and development of new investment options. Also, market transparency will be ensured by reducing the number of infringements per participant to 5%”. To achieve it, strategies, long and short-term objectives, policies and actions have been developed. Six long-term objectives have been developed that cover the three major aspects referred to in the vision: (a) growth of the stock market; (b) aggressive promotion and market development; (c) ensuring the transparency of the securities market. To reach the long-term objectives, six strategies have been defined, which are aimed at aggressively stimulating market growth by leveraging strategic alliances with the Pacific Alliance (AP) and the Integrated Latin American Market (MILA); and the institutional strengthening of the SMV. For the execution and control of the present strategic plan, the balanced scorecard has been implemented, which considers 28 short-term objectives and the alignment of the activities to be carried out with the values and the code of ethics raised having as main points: equity, transparency and professionalism. With this strategic plan, the SMV will achieve that the Peruvian stock market will overcome its main problem: the lack of liquidity, making it an attractive market with a decisive participation in the Peruvian economy
