Estudio de caso Implementación del Registro de estudiantes con discapacidad para la inclusión educativa en la Región Lima, en el periodo 2016 a 2019

Resumen
El registro de estudiantes con discapacidad (R-NEE) recoge información de estos
estudiantes para que participen de las evaluaciones de logros de aprendizaje del
Ministerio de Educación. Su implementación contempla componentes físicos y
virtuales, así como la participación de diversos actores de la comunidad educativa.
Mediante este tipo de registro se hace relevante la identificación de esta población, no
solo con fines estadísticos sino como el sustento de políticas que promuevan su
participación y desarrollo integral; desde la gerencia social, se busca comprender el
contexto en el que se desarrolla el R-NEE para conocer la eficacia del proceso,
identificar el rol que asumen sus actores, conocer la percepción y la reflexión de la
comunidad educativa sobre discapacidad e identificar las acciones clave para mejorar
su gestión e implementación. Nuestra investigación es un estudio de caso cualitativo
que analiza cuáles son los factores que favorecen o limitan el uso y el beneficio de la
información consignada en el R-NEE durante el proceso de su implementación en el
contexto de las evaluaciones de logros de aprendizaje en la Región Lima, en el periodo
de junio a setiembre de 2019. Para ello empleamos la revisión documental y las
entrevistas semiestructuradas, así como un grupo focal en una muestra significativa
de actores involucrados: especialistas de las UGEL, directores y docentes de
instituciones educativas, padres de familia de estudiantes con discapacidad,
integrantes del SAANEE y monitores Minedu. El análisis se basa en el modelo
pedagógico de la educación inclusiva que busca el acceso a una educación de calidad
en función a la atención de la diversidad de las necesidades y las condiciones de
aprendizaje que requiere una respuesta educativa para que el estudiante afronte las
limitaciones personales y las de su contexto que, según el paradigma ecológico de la
evaluación, influyen en la construcción de conocimientos y en la medición de estos.
Los principales resultados evidencian que es imprescindible la participación de la
familia y del docente del estudiante con discapacidad; es importante el conocimiento
que tienen los actores involucrados sobre discapacidad, así como del proceso del
registro y el manejo de las TICs.

Its implementation includes physical and virtual components, as well as the participation of various actors in the educational community. Through this type of registry, the identification of this population becomes relevant, not only for statistical purposes but as the basis of policies that promote their participation and integral development; from social management, the aim is to understand the context in which the R-NEE is developed to know the effectiveness of the process, identify the role that its actors assume, know the perception and reflection of the educational community on disability and identify key actions to improve its management and implementation. Our research is a qualitative case study that analyses what factors favor or limit the use and benefit of the information recorded in the R-NEE during the process of its implementation in the framework of the assessments of learning achievements in the Lima Region, in the period from June to September 2019. For this purpose, we use the documentary review and semi-structured interviews, as well as a focus group on a significant sample of actors involved: UGEL specialists, directors and teachers of educational institutions, parents of students with disabilities, SAANEE members and Minedu monitors. The analysis is based on the pedagogical model of inclusive education that seeks access to quality education based on the attention to the diversity of needs and learning conditions that an educational response requires for the student to face personal limitations and those of their context that, according to the ecological paradigm of evaluation, influence the construction of knowledge and its measurement. The main results show that the participation of the family and the teacher of the student with disabilities is essential; the knowledge that actors involved have about disability is important, as well as the process of registration and management of ICT.
