Abstract

In narrated encounters between transportistas and soldiers, this chapter —the seventh of my book, Crossing the Current (Stanford University Press, 2022)— describes how armed groups sought to control rural mobility in the Upper Huallaga Valley, when the region’s cocaine economy became entwined with the counter-insurgency conflict. With an emphasis on land and fluvial transit corridors, I give special attention to the territorial implications of army forts in order to show how those frontier outposts of the Peruvian state spread tangible effects beyond their own physical structures. Occupying hilltops and other strategic sites, counter-insurgency bases formed an archipelago that facilitated «seizures» of movement and time through checkpoints, curfews, and the confiscation of vehicles. This chapter traces how those seizures reoriented perceptions of valley geography —in ways that brought daytime and night into heightened opposition. With vivid stories, transportistas later told of their run-ins with the military, I examine the images, routine anticipations, and genres of encounter the fort system introduced and, for many years, sustained.

A partir de encuentros narrados entre transportistas y soldados, este capítulo —número siete de mi libro Crossing the Current (Stanford University Press, 2022)— describe cómo grupos armados buscaron controlar la movilidad rural del Alto Huallaga, cuando la economía de la cocaína se entrelazaba con el conflicto contrainsurgente. Desde un enfoque en los corredores de tránsito terrestre y fluvial, presto atención a las implicaciones territoriales de los fuertes del ejército con el fin de señalar cómo esos puestos fronterizos del Estado peruano lograron extender efectos tangibles más allá de sus propias estructuras físicas. Al ocupar cimas de colinas y otros sitios estratégicos, las bases de contrainsurgencia formaron un archipiélago que facilitó la «captura» del movimiento y del tiempo con retenes, toques de queda y la confiscación de vehículos. Este capítulo rastrea cómo esas incautaciones reorientaron las percepciones de la geografía del valle, de un modo que intensificó una oposición estricta entre horas de día y de noche. A través de las vívidas historias que los transportistas luego contaron sobre sus cruces con los militares, examino las imágenes, las anticipaciones rutinarias y los tipos de encuentros que introdujo el sistema de fuertes y logró mantener por muchos años.
