Resumen
La producción de energía es uno de los objetivos principales de las sociedades y
países. El Perú ocupa una posición geográfica inmejorable además cuenta con diversidad
medioambiental y recursos energéticos. En los últimos cinco años la demanda de energía en
el Perú se ha incrementado de tal forma que las proyecciones del año 2010 indican un posible
desabastecimiento de energía en la región norte si no se implementan y desarrollan los
proyectos de energías renovables como el hidroeléctrico. Las empresas privadas, de capitales
extranjeros, del sector de generación de energía del Perú, tienen una participación mayoritaria
en el mismo y centran su operación en las regiones donde se encuentran disponibles los
recursos gasíferos, sin embargo aquellas regiones con potencial hidroeléctrico como el
departamento de Piura no cuentan con inversiones en este sector. En ese contexto, y sumado
a las perspectivas positivas de crecimiento económico del país y a la anunciada presencia de
nuevas inversiones en el sector; surge la necesidad de aumentar la competitividad por parte
de capitales nacionales que equilibren el sector y a la vez permitan ganar experiencia para
competir en mercados extranjeros. El objetivo del presente trabajo de investigación es
elaborar un plan estratégico de generación hidroeléctrica en el departamento de Piura, que sea
ejecutado por inversiones privadas en beneficio de sus propietarios, los usuarios
consumidores y las comunidades ocupantes de los territorios que albergan los recursos
hídricos. El estudio se realizó en base al modelo secuencial del proceso estratégico del
profesor Fernando D´Alessio, a estudios de pre factibilidad de generación hidroeléctrica en
el departamento de Piura realizados en la década de los 80, a entrevistas con expertos del
sector electricidad, a documentación relacionada con estudios de mercado y del sector,
publicaciones especializadas privadas y gubernamentales e investigaciones similares. La
investigación determinó que existe oportunidad de inversión para la generación hidroeléctrica
en el departamento de Piura. Se establecieron la misión y visión así como tres objetivos de largo plazo para un periodo de 9 años: (1) El año 2020 se generará 140 Mega Watts (MW) de
energía hidroeléctrica en el departamento de Piura, hoy se produce 37.9 MW, preservando el
medio ambiente siendo socialmente responsables; (2) integrar al sistema interconectado
nacional las provincias fronterizas de Huancabamba y Ayabaca; y (3) la generación de
energía hidroeléctrica en el departamento de Piura aportará 20 MW para el proceso de
exportar energía eléctrica a Ecuador. Para el cumplimiento de los objetivos de largo plazo, se
formularon estrategias de integración y de penetración para integrar el mercado con
representatividad.
The production of energy is one of the main goals of the societies and countries. Peru has an excellent geographic position also has environmental diversity and energy resources. In the last five years the demand for energy in Peru has increased, so that the projections for 2010 indicate a possible energy shortages in the northern region are not implemented and develop renewable energy projects such as hydropower. The foreign-owned private sector power generation in Peru, have a stake in it and focus its operations in regions where gas resources are available, however those regions where hydropower potential as the department of Piura, not have investments in this sector. In this context and in addition to positive economic growth prospects of the country and announced the presence of new investments in the sector, there is a need to increase competitiveness by domestic capital that balance while allowing industry to gain experience to compete in foreign markets. The objective of this research is to develop a strategic plan for hydropower generation in the department of Piura, which is run by private investments for the benefit of its owners, consumers and communities users occupying the territories that harbor water resources. The study was performed based on the sequential model of the strategic process of Professor Fernando D'Alessio, a prefeasibility studies of hydropower in the department of Piura made in the 80's, interviews with industry experts electricity, related documentation with market research and industry, government and private publications and related research. The investigation determined that there is opportunity for hydroelectric generation investment in the department of Piura. It established the mission and vision as well as three long-term goals for a period of 9 years: (1) The year 2020 will generate 140 MW of hydroelectric power in the department of Piura, now produces 37.9 MW, while preserving the environment being socially responsible, (2) integrated into the national electricity network the border provinces Ayabaca and Huancabamba, and (3) the generation of hydroelectric power in the department of Piura will provide 20 MW to the process of exporting electricity to Ecuador. To fulfill the objectives of long-term, integration and market penetration strategies were developed to integrate it with representation.
