Resumen
El presente plan estratégico define la visión, misión, valores y código de ética sobre
los cuales se debe basar el planeamiento estratégico de la provincia de Candarave, en la
región Tacna, que establezca las bases para el desarrollo y bienestar de la población para los
próximos 10 años; generando entusiasmo, motivación y compromiso entre ellos, reforzando
su identidad y estableciendo objetivos estratégicos a largo plazo que la hagan competitiva y
atractiva, considerando el abanico de estrategias propuestas producto del análisis realizado.
El potencial con el que cuenta la provincia facilitará el despliegue de las estrategias,
generando impactos significativos y positivos, que se reflejen en su Índice de Desarrollo
Humano, el cual no ha experimentado variación alguna en la última década. La ubicación
geopolítica y ecosistemas diversos propiciarán el desarrollo de su potencial agrario, pecuario
y turístico.
Para alcanzar la visión propuesta, el desarrollo de la provincia debe centrarse
fundamentalmente en 3 ejes: (a) mejora e incremento de la producción de orégano exportable,
(b) mejoras en la crianza de cordero candaraveño e incremento de la producción de carne, y
(c) desarrollo de producto y diversificación de la oferta turística, alineando de esta manera
sus objetivos con la visión de futuro de la provincia.
El crecimiento de la provincia al 2028, se debe sustentar principalmente en sus
productos íconos: el orégano y el cordero candaraveño, siendo el turismo especializado una
actividad alterna por potenciar y desarrollar. La producción de orégano, cuya ventaja
competitiva reside en sus características organolépticas intrínsecas y que representa
aproximadamente el 4.71% del mercado mundial, nos da la posibilidad de ampliar la frontera
agrícola con fines de incrementar la producción y obtener mayor participación de mercado,
reemplazando cultivos tradicionales y de baja cotización por cultivos de orégano con calidad
de exportación y mucha mayor rentabilidad. A su vez, la crianza del cordero candaraveño, de
raza Hampshire Down, mejorado genéticamente y adaptado a las condiciones climáticas de la
provincia, alimentado con pastos naturales libres de productos sintéticos, cuya carne es
altamente proteica y de calidad mundial, se debe realizar de forma intensiva con fines de
alcanzar volúmenes de producción de carne, que satisfaga la demanda interna del país y
genere nuevos hábitos de consumo entre la población que está ávida de productos saludables
con procesos ecoeficientes. En cuanto al turismo, existe una oferta interesante de turistas
nacionales y extranjeros, sobre todo chilenos, que se podrían atraer a la provincia de
Candarave, a partir del desarrollo de un producto turístico que se gestione a través del
corredor turístico de la zona altoandina de la región Tacna.
Candarave cuenta con un enorme potencial que espera ser explotado de manera
sustentable, y que lo coloca en situación expectante, para lograr darles identidad, bienestar y
felicidad a sus pobladores, y poner a la provincia en el mapa mundial, siendo necesario para
ello, implementar las propuestas del presente planeamiento estratégico con visión de largo
plazo al 2028. Finalmente, con fines de análisis, seguimiento y evaluación de la viabilidad
socioambiental y financiera del presente plan estratégico, en el capítulo VIII se incluye el
tablero de control balanceado
This strategic plan defines the vision, mission, values and code of ethics on which to base the strategic planning of the province of Candarave in the Tacna region, which will lay the foundation for the development and well-being of the population for the coming 10 years; generating enthusiasm, motivation and commitment among them, reinforcing their identity and establishing strategic long-term goals that make it competitive and attractive, considering the range of strategies proposed because of the analysis carried out. The potential of the province will facilitate the deployment of strategies, generating significant and positive impacts, reflected in its Human Development Index, which has not experienced any variation in the last decade. Geopolitical location and diverse ecosystems will propitiate the development of its agricultural, livestock and tourism potential. In order to achieve the proposed vision, the development of the province should focus primarily on three axes: (a) improvement and increase in the production of exportable oregano, (b) improvements in lamb raising and increase in meat production, and (c) product development and diversification of tourist supply, thus aligning its objectives with the future vision of the province. The growth of the province to 2028, should be based mainly on its products icons: oregano and lamb candaraveño, specialized tourism being an alternative activity to enhance and develop. Oregano production, whose competitive advantage lies in its intrinsic organoleptic characteristics and which represents approximately 4.71% of the world market, gives us the possibility of expanding the agricultural frontier to increase production and obtain greater market share, replacing traditional crops and low prices for oregano crops with export quality and much higher profitability. The upbringing of the Hampshire Down lamb, which has been genetically improved and adapted to the climatic conditions of the province, is fed with natural grasses free of synthetic products, whose meat is highly protein and worldclass. an intensive way to reach meat production volumes that will satisfy the domestic demand of the country and generate new consumption habits among the population that is eager for healthy products with eco-efficient processes. As for tourism, there is an interesting offer of national and foreign tourists, especially Chileans, who could be attracted to the province of Candarave, from the development of a tourist product that is managed through the tourist corridor of the high Andean zone of the Tacna region. Candarave has an enormous potential that hopes to be exploited in a sustainable way, and places it in an expectant position, to give identity, well-being and happiness to its inhabitants, and to put the province on the world map, being necessary to implement it the proposals of the present strategic planning with a long-term vision to 2028. Finally, for the purposes of analysis, monitoring and evaluation of the socio-environmental and financial viability of this strategic plan, chapter VIII includes the balanced control board
