Resumen
La Fundación Instituto Hipólito Unanue – FIHU forma parte del denominado Tercer
Sector, que comprende las organizaciones sin fines de lucro que se desarrollan en el Perú y en
el mundo, paralelamente a los sectores público y privado. Tiene como finalidad la de
promover la investigación, enseñanza y divulgación actualizada del conocimiento científico
en el campo de las ciencias de la salud y está adscrita a la Asociación Nacional de
Laboratorios Farmacéuticos (ALAFARPE), organización de la cual, luego de 51 años de
existencia, aún mantiene una dependencia funcional y administrativa. Durante este periodo se
ha mantenido como una institución bien valorada en el sector Salud, pero poco conocida
nacional e internacionalmente y con una estructura funcional mínima, sin contar con
herramientas de gestión que le permitan desarrollarse en forma independiente.
La potencial presencia de competidores en este sector, debido a las pocas barreras de
entradas que existen en el Perú, podría amenazar su existencia haciendo necesario que la
FIHU tenga que demostrar constantemente el impacto social de sus actividades con
herramientas de gestión que le permitan medir su alcance. Sin embargo, las herramientas de
gestión utilizadas son mínimas limitándose solamente a rendir cuenta a su principal
patrocinador ALAFARPE, quien, a pesar de ello, ha mantenido su apoyo durante toda su
existencia. Los representantes de los órganos de gobierno, a su vez, nunca han tomado la
decisión de realizar un cambio organizacional que modifique este escenario.
Dentro del análisis interno y externo efectuado, se identifica un potencial de
crecimiento, ya que los sectores donde la FIHU desarrolla sus actividades como son el de
Educación y Salud son los más atractivos para los patrocinadores nacionales o extranjeros.
Estos a su vez, buscan destinar sus recursos a instituciones de prestigio, pero que cuenten con
una gestión transparente y un gobierno corporativo que les permita conocer el manejo
eficiente de los recursos otorgados, así como el impacto social, económico o ambiental generado con su utilización. Sin embargo, se han identificado oportunidades de mejora
relacionadas a: i) Plan Estratégico, ii) Transparencia, iii) Comunicación, iv) Mediciones de
impacto social, v) Presupuesto sostenible, vi) Ecoeficiencia y vii) Estructura organizacional,
que limitan las posibilidades de la FIHU de tener un crecimiento sostenible en el tiempo.
Por lo tanto, es necesario que el Consejo Directivo actual enfrente el reto de generar
un verdadero cambio organizacional, potenciando la gestión y permitiendo diversificar sus
fuentes de financiamiento que le permitan crear nuevas actividades que sean atractivas para
potenciales patrocinadores. Para ello será necesario implementar en los próximos años una
propuesta de mejora que incluya: a) Diseño y elaboración de un Plan Estratégico
Institucional, b) Elaboración Reportes de Sostenibilidad incluyendo la utilización del GRI,
c) Menor dependencia de ALAFARPE, d) Alianzas estratégicas con entidades de salud y
universidades y e) Utilización de tecnología para fundaciones y f) Sistema de control de
gestión. Todo ello debe permitir a la FIHU el posicionamiento de su marca en el ámbito
nacional internacional con la finalidad de diversificar sus ingresos para contar con un
crecimiento sostenible que coadyuve a consolidar su propósito y crear un mayor impacto
social para los peruanos.
The Fundación Hipólito Unanue Institute - FIHU is part of the called Third Sector, which includes non-profit organizations that are developed in Peru and in the world, in parallel to public and private sectors. Its aim is to promote research, teaching and dissemination of scientific knowledge in the field of health sciences and it is attached to the National Association of Pharmaceutical Laboratories (ALAFARPE), an organization of which, after 51 years of existence, still maintains a functional and administrative dependence. During this period, it has remained a well-valued institution in the health sector, but little known nationally and internationally and with a minimum functional structure, without having management tools that allow it to develop independently. The potential presence of competitors in this sector, due to the low trade barriers that exist in Perú, could threaten its existence, making it necessary for the FIHU to constantly demonstrate the social impact of its activities with management tools that allow it to measure its scope. However, the management tools used are minimum, limited only to accountability to its main sponsor ALAFARPE, who, despite this, has maintained its support throughout its existence. The leaders of the institution have never made decisions to make an organizational change that modifies this scenario. Within the internal and external analysis carried out, a growth potential is identified, since the sectors where the FIHU carries out its activities such as Education and Health are the most attractive for national or foreign sponsors. These, in turn, seek to allocate their resources to prestigious institutions that have a transparent management and corporate governance which allow them to know the efficient management of the resources granted, as well as the social, economic or environmental impact generated by their use. However, improvement opportunities have been identified related to: i) Strategic Plan, ii) Transparency, iii) Communication, iv) Social impact measurements, v) Sustainable budget, vi) Ecoefficiency and vii) Organizational structure, which limit the possibilities of the FIHU to have a sustainable growth over time. Therefore, it is necessary that the current Board of Directors handles the challenge to generate a true organizational change by improving the management and allowing the diversification of funding sources that will create new activities to attract potential sponsors. To achieve this, it will be necessary to implement in the coming years a proposal for improvements that includes: a) Design and preparation of an Institutional Strategic Plan, b) Preparation of Sustainability Reports improving the use of GRI, c) Less dependence on ALAFARPE, d) Strategic alliances with health entities and universities, e) Use of technology for foundations and f) A management control system. All of these must allow the FIHU to position its brand in the national and international sphere in order to diversify its revenues for a sustainable growth that helps to consolidate its purpose and create a greater social impact for Peruvians.
