Resumen
La presente consultoría explora la situación actual de la Intendencia Nacional de Sistemas
de Información (INSI), la cual experimenta la problemática de insatisfacción de los usuarios de
la Superintendencia Nacional de Administración Tributaria (SUNAT) en relación con los plazos
de entrega de servicios de TI.
De la evaluación del problema y las causas raíz que afectan el logro del objetivo
estratégico de la SUNAT, de reducir los costos de cumplimiento de las obligaciones tributarias y
aduaneras, se determinó que los plazos entrega de servicios de TI que permiten automatizar los
procesos influyen directamente en el objetivo en favor de los contribuyentes a nivel nacional. En
tal sentido, se formularon estrategias y alternativas de solución, entre ellas: el establecer y
mejorar los procesos relacionados a la Gestión de Portafolio de TI, Gestión Financiera de TI y
Gestión de Capacidad de TI; además, el adaptar el sistema de análisis y priorización de
requerimientos.
Por otro lado, de la revisión de los marcos de trabajo como ITIL y COBIT, y los
antecedentes de su aplicación en el sector público, es posible afirmar que, la implementación de
las alternativas planteadas permitirá la creación y mejora de la entrega de servicios de TI
alcanzando un nivel de satisfacción del usuario equivalente al 95%. Mejorando el desempeño del
personal de la INSI e implementar procesos digitales para la mejora de los servicios bajo un
esquema de racionalización de recursos y modernización de sus procesos. Finalmente, se estima que la implementación de las alternativas de solución tendrá una
duración de 24 meses, una inversión de S/ 881,820 y un costo de mantenimiento anual de S/
315,300.
This consultancy explores the current situation of the National Intendancy of Information Systems (INSI), which is experiencing the problem of dissatisfaction of the users of the National Superintendence of Tax Administration (SUNAT) in relation to the delivery times of IT services. From the evaluation of the problem and the root causes that affect the achievement of SUNAT's strategic objective of reducing the costs of compliance with tax and customs obligations, it was determined that the delivery times of IT services that allow automating processes directly influence the objective in favor of taxpayers nationwide. In this sense, strategies and solution alternatives were formulated, among them: establishing and improving the processes related to IT Portfolio Management, IT Financial Management and IT Capacity Management; in addition, adapting the system of analysis and prioritization of requirements. On the other hand, from the review of frameworks such as ITIL and COBIT, and the background of their application in the public sector, it is possible to affirm that the implementation of the proposed alternatives will allow the creation and improvement of IT service delivery, reaching a level of user satisfaction equivalent to 95%. Improving the performance of INSI staff and implementing digital processes for the improvement of services under a scheme of rationalization of resources and modernization of its processes. Finally, it is estimated that the implementation of the solution alternatives will have a duration of 24 months, an investment of S/ 881,820 and an annual maintenance cost of S/ 315,300.
