Planeamiento estratégico para las entidades prestadoras de salud en el Perú

Resumen
En el presente documento se elabora el Planeamiento Estratégico para las Entidades
Prestadoras de Salud (EPS) en el Perú, con la finalidad de que para 2027 se puedan brindar
planes de salud privada al 30% de los trabajadores formales en el país, ofreciendo un servicio
de alta calidad, y basados en el respeto a la dignidad humana como el pilar central del
desarrollo de la industria. El planeamiento se basa en el Proceso Estratégico desarrollado por
D’Alessio (2015), el cual consiste en realizar un exhaustivo análisis de los factores externos e
internos de la industria, identificando así las principales oportunidades, amenazas, fortalezas,
y debilidades de la misma.
Al respecto, se desarrollaron las diferentes matrices del Proceso Estratégico, las
cuales permitieron establecer las estrategias principales a implementar, definiendo objetivos a
largo plazo (OLP) asociados a satisfacer las necesidades de los clientes, vencer a la
competencia, y cumplir con las expectativas de los stakeholders; y sus correspondientes
objetivos a corto plazo, con la finalidad de poder lograr la visión trazada para 2027.
En ese sentido, para 2027 se han definido cuatro OLP: (a) generar ingresos por
aportes en más de US$2,200 millones, considerando los aportes por el seguro de salud regular
y potestativo, así como el seguro complementario de trabajo de riesgo (SCTR); (b)
incrementar las utilidades netas anuales a US$110 millones; (c) disminuir la tasa de reclamos
anuales de los usuarios a 1.1 por cada mil afiliaciones, para garantizar la satisfacción del
cliente; y (d) generar 1,900 puestos de trabajo directo en el subsector.
A partir de este análisis, se puede observar que las EPS en el Perú tienen una posición
expectante que debe ser aprovechada principalmente con estrategias intensivas y de
integración para lograr el crecimiento del mercado y dinamizar el subsector. Por ello, el
presente documento plantea: (a) implementar estrategias de penetración para incrementar la
participación de mercado de los planes de salud EPS; (b) impulsar el desarrollo de mercados,
aprovechando la interesante oportunidad en aquellas ciudades del país en las que se ha
incrementado el empleo formal y aún no disponen de una adecuada red de atención; e (c)
implementar la integración vertical hacia atrás en el subsector, la cual permitirá desarrollar un
sistema propio de suministro, alineado con los objetivos de la organización de ofrecer un
servicio constante de alta calidad y optimizar costos operativos, ambos con el objetivo de
incrementar la rentabilidad
In this document, we elaborated the Strategic Planning of the Industry of Healthcare Providers in Peru (EPS), with the determination that by the year 2027, private health plans can be provided to 30% of the formal workers in the country, offering a service of high quality, based on respect for human dignity as the central pillar of the development of the industry. The planning is based on the Strategic Process developed by D'Alessio (2015), which is grounded on an exhaustive analysis of the external and internal factors of the industry, identifying the main opportunities, threats, strengths, and weaknesses of the industry. In this regard, we developed the different Matrices of the Strategic Process, which allowed us to establish the main strategies to be implemented, defining long-term objectives (OLP) associated with satisfying the needs of the clients, defeating the competition, and meeting the expectations of the stakeholders; and its corresponding short-term objectives, in order to achieve the vision outlined for 2027. In this regard, we have defined four OLP´s for the year 2027: (a) generate income from contributions in excess of US$2,200 million, considering the contributions by the regular and optional health insurance, as well as the SCTR; (b) increase the annual net profits to US $ 110 million; (c) decrease the annual claims rate of users to 1.1 per thousand affiliations, to ensure customer satisfaction; and (d) generate 1,900 direct jobs in the subsector. Based on this analysis, it can be observed that EPS in Peru have an expectant position that should be used to enhance the industry, mainly with intensive and integration strategies to achieve market growth and boost the subsector. Therefore, this plan proposes to implement penetration strategies to increase the market share of EPS´s health plans; promote the development of markets, by taking advantage of the interesting opportunity in those cities of the country where formal employment has increased and still do not have an adequate network of services; and implement vertical integration backwards in the subsector, which will allows the development of a proper supply system, aligned with the organization's objectives of offering a high quality service and optimizing operating costs, both with the purpose of increasing profitability
