Resumen
La investigación presenta el estudio de caso de la gestión de los servicios de agua y
saneamiento en cuatro comunidades rurales: Chirigual, Pampas de Chamaní, San Miguel
de Matarita y Vista Alegre en el distrito de Asunción – Cajamarca.
Su objetivo es analizar los factores potenciales y limitantes de la gestión municipal,
analizando los proyectos que dieron origen a los sistemas de agua y saneamiento (AyS),
factores que favorecen o no a la gestión para el acceso al AyS de esas comunidades, el
rol que cumplen los prestadores de estos servicios, las sinergias, y la percepción y
valoración que otorgan los actores a la gestión municipal, entre los años 2017 al 2020.
La metodología empleada es cualitativa. La información recopilada fue a través de
entrevistas semi estructuradas aplicadas a los usuarios, operadores técnicos de los
sistemas de AyS, directivos de las organizaciones y funcionarios de la municipalidad.
Adicionalmente, se empleó un focus group, una historia de vida y observación directa a
sistemas de AyS. La información secundaria utilizada fue de: los expedientes técnicos,
liquidaciones de obra, instrumentos de gestión de la municipalidad y las organizaciones
comunales (JASS).
Los resultados de la investigación permiten arribar a que la gestión de los servicios en las
cuatro localidades viene siendo exitosa, que les permite acceder al AyS como derecho,
siendo la asistencia técnica la principal estrategia para potenciar capacidades de gestión,
aspectos en los cuales la gerencia social puede aún contribuir a su mejora y lograr la
sostenibilidad de los servicios.
The research presents a case study of the management of water and sanitation services in four rural communities: Chirigual, Pampas de Chamaní, San Miguel de Matarita and Vista Alegre in the district of Asunción - Cajamarca. Its objective is to analyze the potential and limiting factors of municipal management, analyzing the projects that gave rise to the water and sanitation systems (W&S), factors that favor or not the management for access to W&S in these communities, the role played by the providers of these services, synergies, and the perception and valuation given by the actors to municipal management, between the years 2017 to 2020. The information collected was through semistructured interviews applied to users, technical operators of the H&S systems, managers of the organizations and officials of the municipality. In addition, a focus group, a life history and direct observation of H&S systems were used. The secondary information used was from: technical files, work settlements, management instruments of the municipality and community organizations (JASS). The results of the research show that the management of services in the four localities has been successful, allowing them access to H&S as a right, with technical assistance being the main strategy to strengthen management capacities, aspects in which social management can still contribute to their improvement and achieve the sustainability of services.
