Resumen
El presente trabajo de investigación tiene como propósito determinar la facilidad para
hacer negocios en la ciudad de Barranca mediante el análisis de los procesos regulatorios que
intervienen en la creación de empresas utilizando como guía la metodología del Doing
Business del Banco Mundial. Se recogió datos actuales sobre el tiempo, costo y
procedimientos involucrados en la creación de empresa, licencias y operatividad. Se realizó el
análisis de la información a través de la metodología del Doing Business tomando como
referencia los cinco de los 11 pilares del Doing Business que son: (a) apertura de empresa; (b)
permiso de construcción; (c) registro de propiedad; (d) obtención de electricidad; y (e)
cumplimiento de contratos.
Se realizó entrevistas a los principales funcionarios de las instituciones públicas y
privadas de la ciudad que participan activamente en la creación de empresa, licencias y
operatividad, siguiendo la metodología del Doing Business del Banco Mundial. Los
resultados de estas entrevistas fueron contrastados con el TUPA y las reglamentaciones
vigentes de la SUNARP, SUNAT, entre otras. El Banco Mundial ha realizado investigaciones
a través del proyecto Doing Business desde el año 2002 en 190 países. El Doing Business
brinda información a los gobiernos sobre los procesos de formación de empresas y la
efectividad del marco regulatorio.
No se conoce en el Perú investigaciones que midan el grado de la facilidad de hacer
negocios en la ciudad de Barranca; Esta investigación otorgar a las autoridades locales una
fuente confiable e importante y sobre la realidad de Barranca acerca la creación, licencias y
operatividad de empresa en la ciudad de Barranca, se concluye que se tiene mejores
indicadores para la facilidad de hacer negocios en los cinco pilares analizados en la ciudad de
Barranca
The present paper aims to determine the ease of doing business in the Barranca City throughout analyzing the regulatory processes involving the startup of new businesses applying the tools provided from Doing Business of World Bank. It collects data such as time, costs, general license, and number of procedures involved in startup businesses. The present document shows quantitative and descriptive information, and takes as a reference the five out of 11 pillars of Doing Business -World Bank: (A) Starting a Business; (B) dealing with construction permit; (C) registering of real estate property; (D) getting electricity permit; and (e) enforcing contracts. The methodology used for gathering the information was through face-to-face interviews of main officials from public and private authorities in the Barranca City, following the methodology used by the World Bank. The results from the interviews were contrasted with actual official information in Barranca (Texto Único de Procedimientos Administrativos – TUPA) and the current regulations from SUNARP, SUNAT, among others. The World Bank has made researches through the project Doing Business from 2002 across 190 economies. Doing Business provides information to the governments about processes to make up new companies and the effectiveness of regulatory framework. It is unknown previous research regarding to doing business in the Barranca City so far. The present research provides to local authorities an important and reliable source of the reality of doing business in Barranca City in term of time, costs, general license, and number of procedures involved in startup businesses. It also concludes that Barranca City has good facilities for doing business based on the five pillars from World Bank
