Abstract
El presente proyecto de innovación, analizará el proceso de investigación contra la
criminalidad organizada que realizan agentes de la Policía Nacional del Perú (PNP),
principalmente para descubrir los delitos de secuestros y extorsión.
Esta modalidad delictiva en el país es un problema que atenta contra la libertad
personal, la integridad física de las víctimas y su patrimonio; así como, genera secuelas físicas
y psicológicas que difícilmente son superadas por más que transcurran los años.
En este contexto, corresponde determinar como objetivo principal el proceso de la
investigación del delito de secuestro y extorsión y la necesidad de sistematizar las pesquisas
policiales, para lograr estandarizar los procedimientos operativos policiales en la División de
Investigación de Secuestros (DIVINSEC) de la Dirección de Investigación Criminal
(DIRINCRI) de la PNP; asimismo, se orientará a presentar propuestas de acción para
optimizar los resultados que fortalezcan la política pública orientada a reducir la criminalidad
organizada en el país.
Para el efecto y conforme se explica en el presente proyecto de innovación, el problema
localizado dentro de la cadena de valor, se ubica a nivel de procesos; por lo que, a partir de
este problema social, se ha estudiado las causas, así como se han diseñado acciones operativas
policiales que, aplicadas rigurosa y oportunamente, coadyuvarán a optimizar los resultados
contra la delincuencia organizada.
La innovación diseñada, pretende perfeccionar el trabajo operativo policial contra
estas dos modalidades delictivas que generan pánico y zozobra en la población y que son
investigadas por detectives de la dependencia policial especializada, como es el delito de
secuestro y de extorsión. Si bien estos tipos penales se encuentran enmarcados en diferentes
títulos del ordenamiento penal peruano, hay que destacar que el modus operandi criminal de
los sujetos activos para ambos ilícitos penales, guarda una particular similitud; de ahí que su
estudio, evaluación y planteamiento de solución, también debe ser integral y concatenado
para alcanzar el objetivo planteado.
El proyecto de innovación concluye, presentando herramientas y enuncia
recomendaciones al alto mando de la policía peruana, para contribuir a sistematizar los
procedimientos operativos y lograr resultados tangibles en la reducción del crimen
organizado.
The present innovation project, will analyze the investigation process against organized crime that the agents of the National Police of Peru (PNP), mainly to discover the crimes of kidnapping and extortion. This is a criminal practice in the country. This is a problem that threatens the personal freedom, the physical integrity of the victims and their patrimony; As well as, the physical and psychological consequences that are hardly overcome by more than the years pass. In this context, we can determine as the main objective the investigation process, the crime of kidnapping and extortion and the need to systematize the police investigations, in order to standardize the police operational services in the Division of Kidnapping Investigation (DIVINSEC) of the Directorate of Criminal Investigation (DIRINCRI) of the PNP; Likewise, it will be oriented to present proposals for action to optimize the results that strengthen the public policy oriented to organized crime in the country. Innovation project, problem located in the value chain, located at the level of processes; Therefore, from this social problem, we have studied the causes, as well as police operational actions that, applied rigorously and opportunely, will help to optimize the results against organized crime. The innovation was focused, the police operative work against these two was perfected, it was distributed among the population and it was investigated by detectives from the specialized police unit, such as the crime of kidnapping and extortion. Although these criminal types are framed in different titles of the Peruvian criminal law, it should be noted that the criminal operation of the active subjects for both criminal offenses has a particular similarity; Hence, in its study, evaluation and approach to the solution, it must also be integral and concatenated to achieve the stated objective. The innovation project concludes, presents tools and statements under the command of the Peruvian police, to help systematize operational procedures and achieve tangible results in the reduction of organized crime.
