Análisis e implicancias del sistema de gasoductos virtuales en el ordenamiento jurídico peruano

Abstract

En el presente artículo, revisaremos las principales características de los gasoductos virtuales, su importancia en la masificación del gas natural en nuestro país, qué desafíos enfrenta la actividad de cara al futuro, así como su armonización con el transporte por ductos y la distribución por redes. En efecto, los gasoductos virtuales constituyen una herramienta valiosa para la masificación del gas natural en nuestro país, dadas las brechas que aún quedan por cerrar en cuanto a acceso a la energía a lo largo de nuestro territorio, erigiéndose como la alternativa de acceso rápido y flexible frente a los sistemas convencionales de transporte y distribución de gas natural. Sin embargo, a medida que las concesiones de dichos sistemas avanzan, surge la necesidad de una convivencia articulada cuyos lineamientos debería definir el Gobierno en beneficio de los consumidores.In this paper, we will review the main features of virtual gas pipelines, their importance for the massification of natural gas in our country, the challenges the activity will face in the future, as well as its alignment with natural gas pipelines and grids systems. Indeed, virtual gas pipelines are a valuable tool for the massification of natural gas in our country, given the gaps that still need to be closed in terms of energy access along our territory, becoming a quick and flexible access alternative compared to conventional natural gas pipelines and grids systems. However, as these systems’ concessions develop, the necessity for a geared coexistence surges which the Government needs to define for the consumers benefit.
