Resumen
Esta tesis desarrolla el Plan Estratégico del Sistema Universitario Pregrado Público
peruano para los próximos diez años, con el objetivo de colocarlo entre los mejores de
Latinoamérica a través de la implementación de estrategias propuestas como resultado de
analizarlo desde múltiples perspectivas.
Se analiza su situación actual con el fin de diagnosticarlo, concluyendo que posee
serios problemas estructurales y de gestión que lo hacen poco competitivo respecto de otros
sistemas en la región y de sus competidores directos a nivel local. Se analizaron sistemas
educativos universitarios exitosos a nivel mundial con el fin de tomarlos como referencia
para revisar y adaptar sus buenas prácticas en el planteamiento de estrategias. A través del
análisis externo e interno se identificaron como fortalezas: gratuidad de enseñanza, y
capacidad del sistema para generar ingresos propios; como debilidades: escasa
implementación de herramientas tecnológicas, infraestructura sin mantenimiento y oferta
académica inconsistente con las necesidades regionales; como oportunidad el estable
crecimiento del PBI peruano en los últimos años; y como amenaza el fortalecimiento del
sistema universitario privado. Finalmente, luego de realizar el análisis competitivo del
sistema se determinaron los factores críticos de éxito requeridos para elevar su
competitividad y con ello contribuir significativamente al desarrollo del país.
Las estrategias propuestas se enfocan en los siguientes temas: la producción científica,
el equipamiento tecnológico y la infraestructura, el nivel académico del docente, la gestión
financiera universitaria, la acreditación de las universidades, y los convenios
interuniversitarios. Con ellas se espera alcanzar en el año 2024 un Sistema Universitario
Pregrado Público peruano competitivo.
This thesis contains the strategic plan proposed for the Public Undergraduate System in Peru for the following ten years, with the intention to place it among the best Latin American systems through the implementation of strategies that come as a result of an analysis made from multiple perspectives. The System’s current status is analyzed to make a diagnosis, which has concluded that it has severe structural and management problems that reduce its competitiveness when it is compared with other undergraduate systems in the region or local competitors. Other successful systems in the world were also analyzed in order to use them for benchmarking, and identify their best practices, which were adapted to propose strategies. Through the external and internal analysis, some strengths were identified: the free fees scheme and the capacity to generate its own incomes; as well as some weaknesses: low use of technological tools, infrastructure with low maintenance or an academic offering that is not aligned to the regional requirements. There are also opportunities, like the GDP growth in Peru during the last years, and the development of the private undergraduate education as a threat. After having made the analysis of competitiveness, the key success factors were defined, which are required to improve the Public Undergraduate System’s own competitiveness and, as a result, contribute to the development of the country. The proposed strategies are focused on the following matters: scientific production, technical equipment and infrastructure, the teachers’ academic level, finances, university accreditation and inter university agreements. After implementing these strategies, a competitive Public Undergraduate System in Peru will be reachable in 2024.
