Resumen
El presente trabajo titulado “Propuesta de mejora del proceso frente al bajo índice
de inserción laboral de los jóvenes capacitados por el Programa Jóvenes
Productivos en el departamento de Lima” se ha desarrollado con la finalidad de
proponer un prototipo de innovación para mejorar la inserción laboral de los
jóvenes capacitados. Para llevar a cabo la investigación, se realizaron
entrevistas a exfuncionarios, actuales funcionarios y colaboradores del
mencionado programa. Además, se efectuó la revisión de directivas, así como el
análisis y mapeo de procesos, y otros instrumentos de gestión, a través de los
cuales se logró identificar el problema y las causas. Luego, producto de la
jerarquización, se determinó que la causa que genera mayor impacto sobre el
problema es la demanda laboral desfasada, pues esta es el punto principal para
diseñar el prototipo. Para lograrlo, se precisó que la causa está en función al
tiempo de demora y el orden de algunas de las actividades del proceso de
capacitación e inserción laboral. Asimismo, para optimizar el tiempo y el
reordenamiento de estas actividades, se plantea como prototipo rediseñar el
proceso. Como resultado de esta acción, se consiguió bajar de 317 a 242 días,
con lo que se logró nuestro objetivo. Por otro lado, el prototipo de innovación
propuesto no ocasiona recursos humanos y financieros adicionales, porque es
un rediseño del proceso, el cual consiste en la modificación del orden y la
realización de las actividades de manera paralela.
The present work entitled "Proposal to improve the process in the face of the low rate of labor insertion of young people trained by the Productive Youth Program in the department of Lima" has been developed with the purpose of proposing an innovation prototype to improve the labor insertion of trained youth. To carry out the investigation, interviews were conducted with former officials, officials and collaborators of the aforementioned program. In addition, the directives were reviewed, as well as the analysis and mapping of processes, and other management instruments, through which the problem and the causes were identified. Then, as a result of the hierarchy, it was determined that the cause that generates the greatest impact on the problem is the outdated labor demand, since this is the main point to design the prototype. To achieve this, it is specified that the cause is a function of the delay time and the order of some of the activities of the training and job placement process. Likewise, to optimize the time and the reordering of these activities, it is proposed as a prototype to redesign the process. As a result of this action, it was possible to drop from 317 to 242 days, thus achieving our objective. On the other hand, the proposed innovation prototype does not cause human and additional financial resources, because it is a redesign of the process, which consists of modifying the order and carrying out the activities in parallel.
