Resumen
A fin de mejorar la calidad de vida de la población en la provincia de Tacna es
indispensable contar con los recursos necesarios para que todos puedan acceder a los servicios
básicos, así como a una educación de calidad y un empleo digno que permitan igualar las
oportunidades de la población. La actual realidad en la provincia ha demostrado que se tiene
que desarrollar una economía sostenible, logrando el desarrollo de nuevos mercados
estructurados en base a un planeamiento estratégico a mediano y largo plazo.
La presente tesis tiene como finalidad la elaboración del plan estratégico de la
provincia de Tacna. Este plan estratégico contempla el incremento de la competitividad de la
provincia a través del desarrollo del comercio internacional, logística, turismo y servicios,
fomentando -en estos cuatro sectores- la innovación, industrialización y la inversión. La
ejecución de este plan estratégico permitirá que Tacna sea referente del comercio
internacional y logística de la macro región sur. Si se logra lo planteado, Tacna contara con el
recurso humano altamente preparado en todos los niveles, una infraestructura logística y de
comunicación multi-modal competitiva -terrestre, aérea, marítima y digital- y utilizara su
posición geográfica para brindar servicios a países limítrofes y acceso hacia países de la
cuenca de Pacifico y viceversa, complementada con servicios turísticos y gastronómicos que
la conviertan también en un centro de negocios acogedor.
Finalmente, la provincia Tacna, será reconocida por la calidad profesional de sus
pobladores, por sus facilidades de hacer negocio, por la innovación y costos competitivos que
permitirán atraer inversores que deseen entrar a mercados importantes como Brasil,
Argentina, Bolivia y Chile. Buscando siempre una calidad de vida de los ciudadanos de la
provincia y del medio ambiente
With the purpose to better people’s quality of life to the residents of Tacna, it is indispensable to count on the necessary resources for everyone to be able to access the basic services, such as quality education and a worthy occupation which would allow them to be competitive with the population’s opportunities. The actual reality in town has demonstrated that there must be a development of a self-sustaining economy, reaching the development of new structured markets in basis of a strategic plan at a medium and long range. The purpose of this thesis is the elaboration of the strategic plan of the province of Tacna. This strategic plan contemplates the increase of the province's competitiveness through the development of international trade, logistics, tourism and services, promoting - in these four sectors - innovation, industrialization and investment. The execution of this strategic plan will allow Tacna to be a reference for the international trade and logistics of the southern macro region. If this is achieved, Tacna will have a highly-trained human resource at all levels, a logistics and competitive multi-modal communication infrastructure - terrestrial, air, maritime and digital - and will use its geographic position to provide services to bordering countries and access to countries of the Pacific basin and vice versa, complemented with tourism and gastronomic services that also turn it into a cozy business center. Finally, Tacna province will be recognized for the professional quality of its inhabitants, for its facilities to do business, for the innovation and competitive costs that will attract investors who wish to enter important markets like Brazil, Argentina, Bolivia and Chile. Always seeking a quality of life of the citizens of the province and the environment
