Resumen
El presente trabajo resume la política TIC en el Perú en el período liberal 1990-2010 y presenta la evolución de los principales indicadores TIC a nivel del Perú, hogares y empresas. Esta política al igual que otros países de América Latina se ha enfocado en ofrecer y promover la infraestructura y los servicios públicos en el sector de telecomunicaciones bajo una estrategia de acceso universal, asequibilidad, fomento de la competencia privada, y convergencia tecnológica y de servicios en concordancia con la evolución y desarrollo de las tecnologías de información y comunicación. Como consecuencia de este enfoque, los indicadores TIC muestran que la brecha digital en los servicios públicos del sector TIC entre el Perú y el resto de países de América Latina y con los Estados Unidos si bien se ha reducido todavía persisten. A nivel de hogares y empresas, sin embargo, a pesar de la disponibilidad de estos servicios, estos no han sido suficientemente usados para fines productivos. Su uso se ha limitado fundamentalmente como medio de comunicación y de información. Si el objetivo último de la política TIC es incidir en el desarrollo y crecimiento de la economía, entonces la política requiere complementarse con una que fomente la demanda no sólo de uso en las actividades productivas sino también en el uso efectivo sobre la generación y desarrollo de innovaciones y nuevas tecnologías que incrementan la productividad de las empresas.
This paper summarizes the Information and Communication Technology (ICT) policy in Peru during the liberal period 1990-2010 and presents the evolution of the main ICT indicators at country, homes and businesses levels. As many Latin American Countries, ICT policy in Peru has been focused upon offering and promoting infrastructure and public services in telecommunications under a strategy of universal access, affordability, promotion of private competition, and technological convergence and services in concordance with the evolution and development of information and communication technologies. Consistent with such as focus, Peruvian ICT indicators show that the digital gap of public services in ICT between Peru and other LAC and the United States, although it has reduced, still persist. At the households and businesses level, however, despite the availability of these services, these have not been sufficiently used for productive purposes. Instead, ICT tools have been used as a means of communication and information. If the ultimate objective of ICT policy is to promote economic development and growth then a it would be necessary to supplement ICT with means that foster demand for productive activities and the generation and development of innovations and new technologies that nurture productivity growth.
