Abstract
El presente trabajo de suficiencia profesional (TSP) analiza la importancia de la
comunicación en la práctica del cabildeo para la aprobación de la Ley N⁰ 31893, “Ley de
medidas estratégicas y disposiciones económicas y tributarias para el fortalecimiento y
posicionamiento del ecosistema del libro y de la lectura”. Este análisis aborda la
comunicación a partir de una perspectiva relacional que facilita el diálogo y el entendimiento
entre los actores involucrados: sectores público y privado.
La metodología empleada se basa en un enfoque cualitativo de sistematización de
experiencias que consiste en tres etapas: revisión de teoría, revisión de fuentes primarias y
revisión de fuentes secundarias. La información se analiza mediante un proceso de
triangulación, en el cual se contrastan las discusiones de la teoría revisada y las fuentes
primarias y secundarias del proyecto. Se concluye que la comunicación cumple un rol
fundamental en el proceso de cabildeo, ya que permite un diálogo efectivo y fortalece
alianzas estratégicas para alcanzar un objetivo común.
This Professional Proficiency Project analyzes the importance of communication in lobbying for the approval of Law N⁰ 31893, “Law of Strategic Measures and Economic and Tax Provisions for the Strengthening and Positioning of the Book and Reading Ecosystem.” This analysis examines communication from a relational approach, facilitating dialogue and understanding between the involved actors: the public and private sectors. The methodology employed is based on a qualitative approach to systematizing experiences, consisting of three stages: review of theory, review of primary sources, and review of secondary sources. The information is analyzed through a triangulation process, in which the discussions from the reviewed theory and the project’s primary and secondary sources are contrasted. It is concluded that communication plays a fundamental role in the lobbying process, as it enables effective dialogue and strengthens strategic alliances to achieve a common goal.
